Description
POSITION SUMMARY

The Operator performs work operating and maintaining wastewater treatment equipment, processes, and coordinating personnel as assigned under the general direction of a Lead Operator, Superintendent or Director. Employee is responsible for observing that all systems are operating properly. In the absence of the Lead Operator, Superintendent or Director, employee is responsible for the operation of the treatment facility on an assigned shift. Ensures that all transactions with peers and public are handled in a professional and courteous manner.

TYPICAL EXAMPLES OF WORK
  • Observes Treatment Plant process; monitors plant equipment and process to ascertain and assure control of equipment involved with treatment process; performs laboratory analysis to determine existing conditions when laboratory technicians are off-duty (i.e. weekends and holidays) in order to establish control responses and determines National Pollutant Discharge Elimination System (NPDES) permit discharge limitations.
  • Observes plant equipment for malfunctions; isolates failed equipment; notifies appropriate personnel, e.g. Lead Operator, Maintenance Mechanic, Superintendent, or Director for corrective action.
  • Runs operating system to control plant operations, responds to alarms and takes corrective action to remedy conditions, inspects plant equipment to assure proper working condition, operates equipment, interacts with plant personnel concerning plant operating conditions and problems, loads and unloads sludge and transports and disposes of sludge as needed.
  • Coaches and instructs Operator-In-Training.
  • Operates and maintains assigned treatment plant equipment such as chemical feed systems, pumps, blowers, sludge handling equipment, front-end loaders, and dump trucks.
  • Keeps records of plant process; records measurements, readings and maintenance problems; communicates status of operation to oncoming shift. Performs sludge handling, tank cleaning, lawn care, general janitorial functions, plows snow, and other types of laborious tasks.
  • Performs routine maintenance and lubrication on equipment.
Qualifications
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Ability to work in a safe manner and encourage the same from co-workers.
  • Thorough knowledge of wastewater treatment plant operating standards.
  • Thorough knowledge of wastewater treatment plant computer operated control systems.
  • Thorough knowledge of safety standards and procedures in treatment plant environment.
  • Thorough knowledge of NPDES permit standards required for plant. Thorough knowledge of Springettsbury Township department rules and procedures.
  • Operate light and heavy equipment, including tractor, mower, dump truck, Class A motor vehicle, wheel loader, farm tractor, and skid loader.
  • Thorough Windows based computer operation and Supervisory Control and Data Acquisition (SCADA).
  • Ability to cooperate with coworkers on group tasks.
  • Ability to adhere to safety standards and recognize safety warnings and hazards. Ability to understand, communicate and carry out written and verbal instructions effectively in English.
  • Ability to compute and record statistical data.
  • Ability to report for on-call services.
  • Ability to interpret technical manuals, diagrams, and regulatory guidelines. Ability to effectively interface with computers and computer controlled operating systems.
  • Ability to organize tasks to meet appropriate time schedules required.
  • Ability to lift light to heavy weight objects (up to 50 lbs.).
  • Ability to demonstrate clear vision and sound hearing to avoid possible hazards, including plant equipment, vehicles, and road equipment.
  • Ability to demonstrate physical fitness, including standing and walking for long periods of time, frequently going up and down stairs, bending, reaching and lifting.
  • Attends all general training as required.
  • Attends training courses designed to maintain a valid Pennsylvania Class A Type 1 Wastewater Operator Certification.
  • Ability to regularly report to the job at the assigned times and perform assigned duties.
  • Performs other duties as assigned.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
  • High School diploma or equivalent.
  • Any combination of education and experience that indicates possession of the knowledge, skills and abilities listed herein.
  • A minimum of two years experience in the operation and maintenance of a wastewater treatment facility.
LICENSES, REGISTRATIONS AND CERTIFICATES
  • Possession of a valid Pennsylvania Class A, Type 1 Wastewater Operator Certification as issued by the Pennsylvania State Board for Certification.
  • Possession of a valid Pennsylvania Class A Commercial Drivers License with air brakes and tanker endorsement within 24 months of employment. Failure to obtain this license will automatically result in release from employment.
SPECIAL REQUIREMENTS
  • Ability to pass physical/medical tests, including functionality test.
  • Ability to pass drug-screening test.
  • Ability to pass psychological exam.
  • Ability to pass background investigation.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work may involve conditions that can only be partially controlled and expose the employee to raw sewage and sewage sludge. Work is frequently performed alone and may be performed inside and/or around noisy equipment or outdoors in a variety of weather conditions. Work is performed around a variety of potentially hazardous mechanical and electrical equipment and occasionally around hazardous substances. Work is performed in some cases on a permanent schedule, otherwise on a rotating work schedule including second shift, weekends, and holidays. In emergency situations, work after normal hours may be required.
