Flagger Force, an industry leader in traffic control, is currently hiring a Operations Workforce Manager. This position will be based in our Operations Service Center, part of our interactive corporate campus in Hummelstown, PA.
The Operations Workforce Manager leads the workforce planning and sourcing operations in alignment with our growth objectives. This role is responsible for forecasting talent needs, identifying optimal sourcing strategies, targeting geographic areas and guiding talent development opportunities to scale resources to meet business needs. They will drive operational excellence across the hiring and promotional lifecycle through KPI development and operational direction. The ideal candidate will combine data-driven decision-making with strong market research capabilities to ensure our talent pipeline is aligned with current and future organizational demands.
Responsibilities
- Lead strategic workforce planning to ensure the organization has the right talent, in the right place, at the right time and oversee training scheduling department.
- Collaborate with field leadership to forecast staffing needs to maintain optimal dispatch levels, and conduct skills needs assessments.
- Track and analyze recruitment and promotional training metrics (e.g. time to hire training completion rates, employee retention, etc.) to identify areas of improvement to optimize processes to meet client needs across the footprint.
- Forecast future workforce hiring and training needs based on business growth, market trends, and operational goals” just-in-time” to reduce travel costs and optimize
- Use labor market analytics, demographic trends, and internal data to determine optimal hiring locations.
- Partner with senior leadership and operations teams to align staffing strategies with business expansion plans.
- Design and implement sourcing plans that meet high-volume staffing needs while maintaining cost efficiency.
- Continuously research and monitor talent availability in target markets to inform location planning and talent acquisition strategies.
- Develop and refine tools and dashboards for workforce forecasting and hiring metrics.
- Drive continuous improvement in recruitment operations and processes, ensuring scalability and quality of hire.
- Collaborate with Resource Allocation, Field Employee Recruiting, Training Department, Field leadership, and Business development, to align workforce strategies with organizational priorities.

Requirements
- Bachelor’s degree in business, operations management, or a related field
- 5+ years of experience in workforce planning, talent analytics, or recruiting operations
- Proven success in high-volume workforce management or staffing strategy roles.
- Strong analytical skills with experience in workforce modeling and forecasting.
- Proficiency in workforce planning tools, ATS platforms (e.g., iCIMS), and data visualization tools (e.g., Tableau, Power BI).
- Exceptional communication and collaboration skills across departments and leadership levels.
- Demonstrated ability to make data-informed decisions and drive strategic initiatives
Preferred Education & Experience
- Experience in logistics, construction, field services, or other industries with distributed workforce models.
- Familiarity with geographic labor market trends and workforce optimization.
- Ability to thrive in a fast-paced, dynamic environment with shifting priorities
- Lean Six Sigma, Project Management Change management certifications desired, not required.
