Job summary

Redhorse Corporation is seeking a Senior Air Force Civil Engineer Operations Strategic Analyst to support the AF/A4C and enhance enterprise governance across Civil Engineer operations. The role bridges base-level execution with Headquarters policy development, translating field realities into enterprise strategy and modernization plans.

You will coordinate with HAF, AFCEC, AFIMSC, MAJCOMs, and CES squadrons to drive efficiency, asset management, and readiness.

  • Civil Engineer Subject Matter Expertise: knowledge of Air Force CES organization and processes.
  • Program Analysis & Communication: experience producing executive-level materials.

About the Role

Redhorse is seeking a Senior Air Force Civil Engineer Operations Strategic Analystto support the Deputy Chief of Staff for Logistics, Engineering, and Force Protection, Directorate of Civil Engineers (AF/A4C).

In this role, you will bridge the gap between tactical base-level execution and Headquarters-level policy development. You will translate shop-floor reality—spanning electrical, HVAC/R, pavements, structures, utility systems, and work management—into actionable enterprise strategy, modernizing Air Force infrastructure governance, meeting statutory asset management requirements, and ensuring combat readiness across the Department of the Air Force.

Key Responsibilities
  • Strategic Implementation & Governance: Support the execution of the AF/A4C Strategic Implementation Plan (SIP) by aligning enterprise modernization initiatives, tracking strategic milestones, assessing execution risks, and driving continuous improvement in Civil Engineer Operations governance.
  • Executive Decision Support: Develop and maintain Plans of Action and Milestones (POA&Ms), implementation plans, performance metrics, and executive dashboards. Prepare concise, decision-ready briefings, talking points, and decision memos for General Officer and Senior Executive Service (GO/SES) leadership.
  • Enterprise Stakeholder Coordination: Facilitate cross-functional collaboration across Headquarters Air Force (HAF), AFCEC, AFIMSC, MAJCOMs, and installation-level Civil Engineer Squadrons (CES) to integrate enterprise priorities and resolve operational bottlenecks.
  • Modernization & Process Improvement: Drive strategic initiatives related to Unified Facilities Criteria (UFC) modernization, condition-based maintenance, infrastructure hardening and resilience, utility recovery planning, enterprise fuel-storage advocacy, and Airman-centric facility enhancements.
  • Tactical-to-Strategic Alignment: Analyze Operations Flight program areas—including work order planning/prioritization, asset management, material control, craft execution, and service contracts to standardize business processes across the enterprise.
  • Technology & Innovation Integration: Research emerging technologies, automated diagnostics, predictive maintenance models, and commercial best practices to accelerate adoption and enhance installation readiness.
Required Experience/Clearance
  • Active DoD Secret security clearance.
  • Bachelor’s Degree from an accredited university.
  • 10+ years of experience supporting Air Force or Department of Defense (DoD) programs.
  • Strategic Planning & Roadmapping: Proven experience developing, tracking, and executing enterprise strategic implementation plans, strategic roadmaps, or Plans of Action and Milestones (POA&Ms).
  • Civil Engineer Subject Matter Expertise: In-depth operational knowledge of Air Force Civil Engineer Squadron (CES) organization, Operations Flight craft shops/responsibilities, and installation-level civil engineering processes.
  • Program Analysis & Communication: Demonstrated experience conducting program analysis, developing strategic recommendations, and producing executive-level decision products.
Desired Experience

We encourage all candidates who meet the basic requirements to apply, even if you do not have all of the following experience:

  • Prior military or civilian experience as a separated/retired Air Force Civil Engineer Officer (32E), Senior Non-Commissioned Officer (3E-series), or civilian equivalent.
  • Direct staff experience supporting Headquarters Air Force (HAF/A4C), AFCEC, AFIMSC, MAJCOM civil engineer directorates, Joint Staff, or Combatant Commands.
  • Experience delivering decision-ready executive materials (white papers, slide decks, executive summaries) directly for GO/SES-level review.
  • Working knowledge of Unified Facilities Criteria (UFC), condition-based maintenance (CBM+), enterprise asset management frameworks, and the CE vehicle validation process.
  • Experience utilizing business analytics and executive dashboard tools to evaluate organizational performance and monitor enterprise health metrics.
  • Demonstrated ability to self-teach emerging technical concepts and build compelling business cases for technology adoption.

$100,000 - $105,000 a year

The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
