Job summary

Tecolote Research, Inc. is seeking an Operations Research Analyst (Intermediate Cost Analyst) to join the Ogden, Utah team. You will translate problem-solving and forecasting skills into structured cost analyses, interfacing with program offices and guiding management briefings.

Responsibilities include parametric estimating, life-cycle cost analysis, and cost risk assessment, with emphasis on supporting DoD air and space programs. Strong teamwork and security clearance readiness preferred.

Qualifications

• Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
• Minimum five years of DoD cost estimating/analysis experience.
• Experience with Air Force ACAT I cost analysis and DoD programs.

Operations Research Analyst (Intermediate Cost Analyst)

Responsibilities

• Working as part of an integrated cost estimating team, the cost estimator will perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.
• Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating. Additional support includes, but is not limited to, the areas of strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates and key decision point’s preparation, as well as trade studies and providing subject matter expertise during proposal evaluations.

Skills Required

• We are seeking highly motivated individuals with excellent quantitative and analytical skills for a senior level cost estimator position with an emphasis on construction.
• The position requires a minimum of five (5) years of experience technical cost estimating and analysis with the Air Force, Navy, Army, MDA or comparable Department of Defense (DoD) agency/organization
• Experience on Air Force ACAT I level acquisition program cost analysis.
• Experience supporting ICBM programs or other DoW weapon system; experience with a large, complex nuclear weapons system; or a large, complex very closely related Government weapon system.
• Experience collecting and normalizing cost, technical, and programmatic data from Government and Industry entities. Knowledge of the Defense Cost and Resource Center (DCARC) data collection process and demonstrated experience in use of and analysis of the CSDRs and CPRs. Knowledge of data sources such as DACIMS and/or AFTOC.
• General understanding of design document and various construction trades and building systems.
• Ability to use estimating software that utilizes RS Means Construction Cost Data and other historical databases.
• Ability to analyze data and develop cost estimating methods and tools.
• Proficient in the use of M/S office applications, i.e., M/S Project, Word, PowerPoint, and Excel.
• A strong working knowledge of Automated Cost Estimating Integrated Tools (ACEIT) suite, @Risk, Crystal Ball or similar parametric and cost risk tools is highly desirable.
• Excellent verbal communication, written, and quantitative analytical skills are required.
• Must be able to work in a team environment
• Successful candidates must possess and/or have the ability to obtain and maintain a Secret and/or Top-Secret clearance, Top Secret Clearance preferred.
