The NRP Group is seeking an Operations Project Manager to coordinate multifamily housing development projects from pricing to handoff. You will collaborate with the Project Operations Executive and cross-functional teams to meet budgets and regulatory requirements.

Ideal candidates have a Bachelor's degree in a related field and 5+ years in real estate development or multifamily housing, with strong experience in budgeting, due diligence, and entitlements.

Qualifications

• Bachelor’s degree in civil engineering, Real Estate, Land Planning, or related field preferred.
• 5+ years of progressive experience in real estate development or multifamily housing.
• Proven track record leading cross-functional teams on large-scale projects.
• Experience with financial planning, budget management, and P&L accountability.
• Familiarity with zoning regulations, real estate debt and equity financing, community engagement, and regulatory processes.

Responsibilities

• Coordinate and manage multifamily housing development projects from initial pricing to construction completion and handoff to property management.
• Engage and direct external consultants, oversee coordination meetings and budgets.
• Develop and maintain project budgets, risk registers, and entitlement schedules.
• Review zoning, permitting, and due diligence requirements; liaise with authorities and legal counsel as needed.
• Monitor construction progress and transition to property management; manage cost certification and closeouts.

This role ensures the successful execution of project plans, from initial pricing and scheduling to construction completion and handoff to property management. The Operations Project Manager works closely with the Project Operations Executive and cross-functional teams to achieve project goals, maintain budgets, and ensure compliance with all regulatory requirements.Job DetailsConsultant Engagement and Coordination:Engage and direct strategic external consultants, oversee consultant coordination meetings.Coordinate initial pricing and scheduling with centralized construction resources.Build and maintain the soft cost/pre-development budget.Coordinate and manage project and stakeholder timelines and the resolution of coordination challenges to ensure project success.Conduct thorough title reviews early in the project and collaborate with legal counsel to resolve title issues.Coordinate the resolution of title issues.Project Planning and Execution:Coordinate entitlements and obtain/coordinate pricing materials.Review and identify risks, develop a working knowledge of due diligence and entitlement conditions, and implement risk mitigation strategies.Develop and maintain a project risk register, tracking potential risks and mitigation plans.Develop a detailed entitlement schedule, engage with local authorities early, and conduct thorough due diligence on zoning and permitting requirements.Maintain a detailed project budget, conduct regular cost reviews, and ensure sufficient contingency funding is available based on project specific factors.Develop the initial project execution plan, guided by the developer's project vision and feedback from the CFT.Coordinate and prepare materials for executive committee meetings.Maintain and update the soft cost/pre-development budget.Coordinate administrative duties, including contract processing and compliance with assistant project manager and administrative staff.Applications and Compliance:Manage and track soft-funding and other applications with consultant assistance (where applicable).Input budget data and validate information.Track project compliance requirements.Review and administer consultant contracts.Ensure accurate project milestone and risk reporting.Information Management and Coordination:Manage the flow of information for schedule milestones and budgets.Run financial closing calls and checklists.identify and address potential risks related to schedule milestones, budgets, and financial closings.In partnership with internal legal team, manage outside counsel for progress towards closing and resolution of project specific issues.Submit design-related applications and obtain demo/building permits.Coordinate financial closing issues requiring additional input.Construction and Handoff:Monitor and track construction progress and manage the development budget, ensuring alignment with Construction’s ongoing management of hard cost budgets, buyouts, and overall project objectives.Partner with construction and consultants to address and resolve field issues.Review potential change orders arising from plan issues/revisions.Manage the transition to property management and asset management.Handle cost certification and conversion.Financial and Regulatory Management:Complete tax credit and soft money applications.Manage processes with housing credit agencies, housing authorities, and non-profit partners.Oversee consultant selection, conceptual pricing, tax credit applications, project execution plan, executive committee package, land management, entitlements, and permitting.Monitor the project proforma in collaboration with Capital Markets cross functional team members, who retains ownership.Facilitate routine reporting on project execution, contract administration, soft cost budget management, soft money applications, continued land management, finance closing management, post-closing contract management, change order review, leasing handoff, and property management coordination.QualificationsEducation:Bachelor’s degree in civil engineering, Real Estate, Land Planning, or related field preferred.Experience:5+ years of progressive experience in real estate development or multifamily housing.Proven track record in leading cross-functional teams, managing due diligence, entitlements, and large-scale projects.Experience with financial planning, budget management, and P&L accountability.Familiarity with zoning regulations, real estate debt and equity financing, community engagement, and regulatory processes.Expertise in integrated project management and governance frameworks.Experience as an “owner’s representative” or similar role, ensuring alignment between construction, development and financial goals.Proficiency in Microsoft Word, Excel, and Outlook;
