Job summary

TQI Solutions is seeking an Operations Manager IV / Contractor Program Manager to lead a large-scale U.S. Navy software modernization program.

The role is primarily on-site in Chesapeake, VA, with occasional travel to San Diego, New Orleans, and Charleston. You will oversee cross-functional teams across systems engineering, software development, cybersecurity, infrastructure engineering, and product management.

Qualifications

  • Master's degree required.
  • Minimum of 10 years of professional experience in operations or program management.
  • Experience leading complex DoD programs.
  • PMP certification preferred.
  • Certified Scrum Master certification preferred.
  • CompTIA Security+ (IAT Level I) certification preferred.
  • Experience managing Navy or DoD software programs exceeding $50 million preferred.
  • Experience leading Agile Release Trains (ARTs) preferred.
  • DoDAF, MBSE, and DevSecOps methodologies preferred.
  • U.S. citizenship and active DoD security clearance required.

  • Provide executive leadership and overall program management for a large-scale U.S. Navy software modernization contract.
  • Serve as the primary point of contact for Government stakeholders, including NIWC Atlantic, PEO MLB, and Fleet representatives.
  • Direct all technical, operational, financial, contractual, and staffing activities to ensure successful program execution.
  • Lead cross-functional teams supporting systems engineering, software development, cybersecurity, infrastructure engineering, product management, and DevSecOps initiatives.
  • Oversee Agile Release Teams (ARTs) and align objectives with customer priorities.
  • Develop and manage integrated program schedules, budgets, staffing plans, risk strategies, and performance metrics.
  • Ensure contract deliverables are on schedule, within budget, and compliant with quality and cybersecurity requirements.
  • Monitor program performance, identify risks, and implement mitigation strategies.
  • Coordinate resources across technical teams to maximize efficiency and support evolving mission requirements.
  • Establish and maintain communication with Government leadership, subcontractors, and internal stakeholders.
  • Prepare executive briefings, status reports, financial updates, and program documentation.
  • Mentor program leadership and promote continuous process improvement using Agile, Lean, and DevSecOps best practices.
  • Ensure compliance with contractual requirements and applicable DoD standards.

Our Operations Manager IV serves as the Contractor Program Manager, providing executive leadership for the successful execution of a mission-critical U.S. Navy software modernization program. This position is responsible for the overall technical, operational, financial, and contractual performance of the program while leading cross-functional teams supporting systems engineering, software development, cybersecurity, infrastructure engineering, and product management. As the primary interface with Naval Information Warfare Center (NIWC) Atlantic, Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB), and Fleet stakeholders, the Program Manager ensures successful delivery of modernized maintenance readiness capabilities. Salary Range: $150,000 to $180,000 annually, depending on experience. This position is contingent on contract award. Key Responsibilities:

  • Qualifications:
  • Master's degree required.
  • Minimum of 10 years of professional experience in operations or program management.
  • Demonstrated experience leading complex technical programs supporting the U.S. Department of Defense or Federal Government.
  • Experience managing multidisciplinary teams across software engineering, systems engineering, cybersecurity, and infrastructure organizations.
  • Strong knowledge of Agile program management, risk management, financial management, and contract execution.
  • PMP (Project Management Professional) certification preferred.
  • Certified Scrum Master certification preferred.
  • CompTIA Security+ (IAT Level I) certification preferred.
  • Experience managing Navy or DoD software engineering programs exceeding $50 million preferred.
  • Experience leading Agile Release Trains (ARTs) preferred.
  • Experience with DoDAF, Model-Based Systems Engineering (MBSE), and DevSecOps methodologies preferred.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Project, and Adobe Acrobat.
  • Must be a U.S. Citizen due to Federal Contractor requirements.
  • Active U.S. Government Secret Security Clearance required.
