Tulsa Zoo Management, Inc. in Tulsa, OK, seeks an Operations Facilities Manager to lead day-to-day construction projects, coordinate contractors, and ensure budgets and schedules are met.

Reporting to the Director of Facilities and Construction, this role supervises the Facilities and Fleet Supervisors, ensures safety, maintains assets in CMMS, and supports board reporting. Qualifications

Bachelor's degree in construction-related field and 3+ years of supervisory experience.
Experience managing active construction budgets of $100K or greater is preferred.
Ability to read construction drawings and understand codes and regulations.

Responsibilities

Lead active construction projects up to a defined budget threshold with contractor coordination.
Serve as operational liaison for contractors, design professionals, and permitting authorities.
Review RFIs, submittals, change orders, and pay applications with timely reporting.
Monitor schedules and provide regular progress updates to leadership.

Your Job

Under the direction of the Director of Facilities and Construction, the Operations Manager manages the day-to-day execution of construction projects up to an established budget threshold and serves as the field-level construction lead for components of larger projects under the director’s oversight. In a secondary capacity, the Operations Manager directly supervises the Facilities Supervisor and Fleet Supervisor, ensuring daily maintenance and fleet operations are appropriately resourced and executed without disrupting active construction schedules.

Effectively execute the active construction portfolio of departmental construction projects up to a defined threshold, including contractor coordination, permit compliance, RFI management, submittal review, schedule adherence, budget compliance, and milestone delivery.
Serve as the operational liaison for general contractors, subcontractors, design professionals, and permitting authorities on all active construction projects.
Review, track, and respond to requests for information (RFIs), submittals, change orders, and contractor pay applications in coordination with the Director of Facilities and Construction.
Monitor construction schedules and provide regular progress reporting to the Director of Facilities and Construction and the Operations Coordinator.
Provide project documentation and reporting data for board and executive reporting purposes.
Ensure all construction projects within the scope of the role are permitted, inspected, and closed out in compliance with applicable codes, regulations, and laws.
Effectively prioritize and redirect facilities and fleet resources when conflicts arise among construction, maintenance, and fleet activities to maintain construction schedules and meet established deadlines, consulting with the director when appropriate.
Directly supervise the Facilities Supervisor, providing direction on maintenance priorities, staffing, and work execution while ensuring preventive maintenance and repairs are completed in alignment with construction schedules.
Directly supervise the Fleet Supervisor, ensuring the availability, reliability, and serviceability of the zoo’s fleet, including electric and gas-powered carts, gas-powered equipment, and heavy equipment, to support construction and facilities operations.
Operate and/or direct the operation of heavy and light equipment as required, including but not limited to excavators, telehandlers, backhoes, skid steers, and scissor lifts. Ensure safe and proper use of all equipment in accordance with manufacturer specifications and TZMI safety policies.
Work closely with the Operations Coordinator to ensure all construction contracts, work orders, and project data are accurately correlated to asset IDs in the CMMS for board reporting and audit compliance.
Monitor inventory of materials, supplies, and equipment needed for active construction projects. Determine type and quantity of materials and authorise expenditures in accordance with department protocols.
Work with the Director of Facilities and Construction to create, revise, monitor, and evaluate standard operating procedures to ensure the safety of the zoo's animals, staff, public, and Operations team.
Implement department protocols and procedures and provide recommendations for process improvements.
Coordinate with the Safety department to establish safety protocols and procedures for construction activities and equipment.
Assist with preparation and implementation of the departmental annual budget, including tracking of contractor spend and budget variances. Identify and implement cost-saving opportunities within facilities, fleet, and construction operations through effective resource allocation, contractor management, preventative maintenance practices, inventory controls, and process improvements while supporting departmental budget objectives.
Coordinate and work effectively with outside service providers including but not limited to construction companies, design professionals, vendors, event planners, municipal entities, emergency services, and permitting authorities.
Assume leadership position in absence of the Director of Facilities and Construction in cases of emergencies such as power outages, inclement weather, and construction-related incidents.
Prepare timecards and approve and monitor leave and overtime use for direct reports.
Support emergency response and assist with operational decision making in absence of the Director of Facilities and Construction.
Maintain necessary testing/vaccinations as required (TB, rabies, etc.).
Respond to emergency calls after normal operating hours.
Effectively communicate and demonstrate interpersonal skills with all levels of employees in a clear and professional manner.

Know and follow zoo policies and procedures, including emergency protocols.
Attend and participate in staff meetings and assigned training sessions.
Perform other duties as assigned.

Supervisory Responsibilities

The Operations Manager directly supervises the Facilities Supervisor and Fleet Supervisor in accordance with TZMI's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Qualifications, Education and/or Experience

Bachelor's degree in construction management, project management, facilities management, or related field, plus 3 years of managerial or supervisory experience in a related field are required. Zoo, attraction, or cultural institution experience is preferred but not required
Must have demonstrated experience managing active construction budgets of $100K or greater
Must have the ability to read and interpret documents such as architectural, structural, mechanical, and civil construction drawings, specifications, RFIs, submittals, safety rules, operating and maintenance instructions, and procedure manuals
Must have demonstrated knowledge of construction sequencing, permitting processes, contractor management, and building systems including plumbing, mechanical utilities, and HVAC
Must have a broad knowledge and understanding of construction methods and techniques, systems, codes, regulations, and laws
Must have the ability to read and interpret architectural, structural, mechanical, and civil construction drawings
Must have the ability to write routine and technical reports, correspondence, and construction documentation
Must have the ability to communicate effectively to TZMI staff, executive leaders, event planners, contractors, and others
Experience with project management and work order systems preferred
Familiarity with Monday.com, Bluebeam Revu, or equivalent construction management platforms a plus
Must have the ability to add, subtract, multiply, and divide using whole numbers, common fractions, and decimals
Must have the ability to perform the above mathematical functions operations using units of American money and construction quantities including area, volume, and linear measurements
Must possess a valid driver's license and be insurable on TZMI's insurance carrier
Must have the ability to work a flexible schedule including evenings, weekends, holidays, and overnight stays as required
