Saint Xavier University in Chicago is seeking an Operations & Emergency Management Captain to lead emergency preparedness, fire safety, and public safety initiatives across the campus.

Reporting to the Chief of Police, you will oversee staff training, coordinate with local agencies, maintain plans, and ensure compliance with state law and campus safety standards while supporting a secure, welcoming educational environment.

Qualifications

• Bachelor's degree in Criminal Justice, Police or Fire Administration, Public Administration, or related field.
• Minimum 5 years of progressively responsible public safety and emergency management experience, including supervisory duties.
• Completion of IC 100, 200, 300, 400, 700 and 800.
• Must pass background check with fingerprints; no felony convictions or DV.
• Must be 21 years of age or older.
• Valid driver's license required.

Summary

The Operations & Emergency Management Captain (OEM Captain) reports to the Chief of Police and is responsible for the implementation of emergency management and preparedness efforts and fire safety across the University. This includes but is not limited to updating University emergency plans, oversight of the training of all University staff on proper emergency response, coordinating with local emergency agencies and critical resource suppliers and ensuring that the University complies with the Campus Security Enhancement Act of 2008.

The OEM Captain recommends law enforcement, emergency management, fire safety and security programs, policies, techniques, or procedures that reflect our commitment to the University's Mission and Core Values in providing the highest quality of protective services in order to maintain and improve our unique educational environment and quality of life. The OEM Captain also performs a wide variety of operational, investigative and administrative tasks in support of emergency management and public safety objectives while serving as a member of the Student Life leadership team who are committed to creating a campus community where all feel welcomed, supported, and safe.

Essential Duties & Responsibilities

• Assist the Chief of Police in leading, directing and managing the administration and daily operation of the Department of public safety including, but not limited to Clery Act, crime prevention, community outreach and training, emergency response and preparedness, threat assessment, and event security.
• Assist the Chief of Police with controlling scenes, directing first responders, and restoring order.
• Serves as liaison with federal, state and local law enforcement and fire agencies, private security vendors and contractors regarding emergency management and security matters.
• Member of University Threat Assessment Team and Care Team. Collaborates with Counseling Center and local mental health agencies to provide access to mental health resources for students and, as appropriate, community members. Assist in crisis situations and serve as a Behavioral Intervention Team member (BIT) member.
• Assist in developing and updating a curriculum and exercises for the training of university staff on emergency response and is responsible for keeping accurate records of the training.
• Facilitate and participate in a variety of emergency management activities including presentations, tabletop and field training exercises, and as special staff within the incident command post.
• Assist with maintaining communication protocols and messages in conjunction with University Relations through RAVE Alert software that define parameters on when and how the campus community will be informed of an emergency or critical incident on campus.
• Effectively interacts with students, faculty, staff, parents and the local community, and reflect a mission-focused, student-centered philosophy that appreciates and understand the sensitive issues involving today's college-age population in a crisis situation.
• Able to analyze situations and facts quickly and effectively to make sound, logical interpretations of laws, codes and regulations, within established guidelines of the Nation Incident Management Systems (NIMS) and the Incident Command System (ICS).
• Coordinates and participates in ongoing and periodic training for the department on the law, police procedures, community policing, community engagement, conflict avoidance, de-escalation, operational tactics, report writing and other topics to keep knowledge and skills current.
• In partnership with IT, manage telecommunication and software needs to ensure all equipment supports safety, access control, and crime prevention.
• In partnership with IT and Facilities, maintain all systems which support safety, access control, and crime prevention, which include but are not limited to AccessIT (card access), Valerus (cameras).

Qualifications

• Bachelors degree in Criminal Justice, Police or Fire Administration, Public Administration, or related field with coursework in police or fire science, emergency management, police or fire administration, criminal justice, or law enforcement preferred
• Candidate should possess at least five (5) years of progressively responsible public safety and emergency management experience, as a supervisor. Police Staff in Command certification preferred.
• Completion of IC 100, 200, 300, 400, 700 and 800.
• Must be eligible for, or possess, a valid driver's license.
• Must pass a background check that includes submitting fingerprints to the Illinois State Police and FBI. Cannot have any felony convictions, or have been convicted of domestic violence or similar crimes.
• Must be 21 years of age or older.

Monday-Friday 8:30am-4:30pm; some evenings and weekends
