Overview of Position
Coordinates and leads operational services for the Head Start Program. Collaborates with program and district resource support staff to ensure adequate space and physical classrooms are in place and set up to meet program needs. Develops and implements operational professional development plans. Oversees program data management system and partners with program manager and fiscal staff to ensure operational expenditures are in compliance with all source requirements.
Essential Functions
- Coordinates and leads Head Start program operations for all sites.
- Ensures that program operations are working within the quantitative requirements and standards set by program and district management.
- Confirms all program sites have appropriate classroom accommodations.
- Develops operational goals and objectives to support program standards, fiscal integrity, physical needs and requirements for classroom accommodations.
- Supervises and evaluates assigned administrative support staff.
- Works with manager to monitor and provide technical assistance to building principals and Elementary Directors.
- Coordinates and oversees the selection, hiring, training, and disciplinary actions of assigned staff.
- Participates in the program professional development plan, as chair of the professional planning committee
- Obtains input from staff and coordinates delivery of in-service training in assigned area of responsibility.
- Provides input and assistance in the implementation of orientation and training provided to volunteers and parents.
- Collaborates with program and district staff to ensure adequate support that meets program staff requirements, and is aligned with Seattle School District standards.
- Develops operational input to program work plans in support of family and children's services as they relate to operations.
- Partners with other District and community resources such as HR, Staff Development, Seattle Education Association (SEA), Safety, and Facilities, to ensure needs of operational activities are met.
- Supports the Program Manager with development of operational budget for assigned area of responsibility, including personnel and non-personnel items.
- Works with Program Manager and program fiscal staff to ensure that operational expenditures are in accordance with budget allocations, District procedures and in compliance with funding source requirements.
- Participates in program budget development process, as required.
- Assists in preparing grant applications and other funding requests, as directed and needed by the Program Manager.
- Manages program data management systems and assume responsibility for program data integrity.
- Develops and implements new systems.
- Coordinates completion of program reports and respond to requests for information.
- Creates and maintains a current Policy and Procedural Manual for program operation services that will be reviewed and sanctioned by all parties involved in the governance of the Seattle Public Schools Head Start Program.
- Acts as key liaison with Logistics Department staff to identify and secure appropriate facilities and to ensure appropriate maintenance of program sites.
- Acts as program representative for issues relating to assigned area of responsibility.
- Meets with principals and other district staff to resolve problems and maintain collaborative working relationships.
- Serves as a resource for funding source representatives, community and the public on operational issues and procedures.
- Attends and participates meetings and training sessions.
- Trains and orients staff, volunteers, families and community agencies on operational processes.
