POSITION SUMMARY
Amentum seeks a qualified, solutions- and results-oriented candidate to serve as an Operations & Compliance Director in anticipation of an award. The Operations and Compliance Director shall oversee a team of nine responsible for providing cross-cutting programmatic support. S/he will provide comprehensive operational and contractual compliance leadership, support Project Directors in oversight and executive management, and serve as the principal liaison between HQ functional units and the project team. The role includes leading the contracts, communications, monitoring and evaluation, finance, and HR teams. The ideal candidate will have experience in government contracting, strong leadership and communication skills, creative problem solving, and excellent organizational and management abilities. Candidates must be comfortable working in a dynamic, high-energy environment.
This position is fully remote but requires availability to accommodate the Eastern US time zone.
DUTIES :
- Provide operational and contractual compliance leadership throughout the program lifecycle.
- Develop procedures to enhance performance by implementing sound quality management processes, including SOP development and enforcement.
- Review and develop operational best practices, overseeing business operations and contract reporting.
- Ensure resource allocation meets program requirements, adhering to FAR regulations and organizational goals.
- Coach, train, and mentor the contracts, communications, monitoring and evaluation, finance, and HR teams.
- Address staffing and resourcing challenges with creative, cost-effective solutions within budget.
- Provide financial, operational, and contractual oversight to ensure timely delivery and continuous improvement.
- Support the development of program deliverables, perform high-level reviews, and ensure quality control.
- Oversee financial management functions, including budgeting, forecasting, and cost monitoring; develop strategies to optimize profitability and reduce overruns.
- Lead contractual compliance efforts, risk mitigation systems, and best practices.
- Negotiate contracts in coordination with HQ contracts, legal, and the contracts team; review contractual documentation and guide project leadership on contractual matters.
- Ensure compliance with federal and international regulations and advise on contractual solutions.
- Align project activities strategically with customer and organizational goals.
- Develop and execute customer engagement strategies, including meetings and industry events.
- Support supplier relationship development, including statements of work, schedules, and terms.
- Participate in strategic planning, reporting, quality assurance, and other activities as directed.
- Perform additional duties and special projects as required.
REQUIREMENTS :
- At least 13 years of management experience performing similar duties.
- Experience with monitoring, evaluation, and quality standards in programs.
- Strong understanding of FAR and agency regulations.
- Willingness to travel to austere environments (~10%).
Education :
- Bachelor's degree required; Master's preferred, in international development, business, global health, or related field.

- Proficiency in written and spoken English.

- Proficient in financial, operational, personnel, and contractual management.

DESIRED QUALIFICATIONS :
- Experience with USAID and/or global health programs preferred.
