Oceans, coasts, rivers, lakes, and shorelines are all the subject of escalating, powerful, and oftentimes competing interests - recognition of rights and centrality of inclusive tenure systems is both urgent and critical for sustainable and equitable futures.
Tenure refers to the ways in which the law - and societies - define and regulate people’s relationship and rights associated with land, oceans, coasts, waterways and resources. Tenure includes the right to access an area, and to harvest from it - like through fishing. But it also includes the rights, the power and the responsibilities to decide how areas and resources are used, conserved and developed. Tenure security is built and maintained with community, government and civil society support.
The failure to recognise rights and the insecurity of tenure leads to a race to exploit resources, undermines livelihoods, and perpetuates and exacerbates historical marginalization. Marginalization and disenfranchisement of local communities, small-scale fishers and fish workers,and Indigenous Peoples has been sustained and exacerbated by the governance and distribution of aid and philanthropy -most commonly-used funding models render local communities, small-scale fishers and fish workers, and Indigenous Peoples objects (rather than agents) of conservation, resource management, climate response, and economic development.

Position Description
Turning Tides is looking for an Operations and Grants Associate to support the ongoing building of an international grantmaking facility through the following bodies of work:
Support effective, efficient, and holistic management of organizational operations and administrative workstreams (40%)
·Leading the planning and travel logistics for a number of external and internal gatherings, workshops and events to occur globally, at times serving as the point person with on-the-ground contracted support, and documenting and maintaining protocols for hosting gatherings, workshops and events
·Facilitating record-keeping and information sharing in team meetings.
·Supporting logistics for recruiting and onboarding Steering Committee members, including signing of contracts and ongoing payment of honoraria.
·Maintaining universal job descriptions, tracking contracts/sub-contracts and associated payments, and supporting logistics of hiring and onboarding new staff (technical team members, via contracts), sub-contracts, and honoraria (Steering and Advisory Committees).
·Ensuring proper communication about, access to, and storage of organizational policies.
·Maintaining and improving a comprehensive file storage and management system.
·Support other emergent operational and administrative needs where possible and necessary.
Manage and execute grantmaking operations including grant review process, templates and forms, and grant award and disbursement (in partnership with fiscal sponsor), with a liberatory and grantee-centered approach (40%)
●Leading grants review process for the majority of Turning Tides grants, reviewing for accuracy, compliance and completeness, and contribute to on-going improvement of grant review workflow
●In collaboration with the Turning Tides team, update and maintain grantmaking templates, ensuring proper storage of, access to, and communication about templates with the team.
●Supporting the maintenance and improvement of a custom grants database built using NGO Online in partnership with fiscal sponsor and technical support team, including data management and reporting
●Once grants are approved, supporting partners and team members in the execution of grant agreements and payment of grants (by the fiscal sponsor).
Manage organizational contracting, invoice processing, and budget reconciliation and tracking to ensure timely and accurate payments and reporting (20%)
·Lead contracting process in partnership with Turning Tides colleagues, track contract payments and ensure timely payment.
·Review monthly financial reports and input budget data for on-going tracking.
·Process invoices, ensuring accurate coding and approval workflow, and coordinate with fiscal sponsor through payment process.
·Support Head of Operations as needed to improve and document internal budget-related processes and guidance.
Qualifications and Experience
Turning Tides is seeking someone with the following qualifications and skills:
·Has 5-7 years of working experience in operational support, preferably with a multicultural non-profit, international organization, and/or grantmaking institution
·Ability to work independently, in a virtual environment, and across time zones, which may require regular early morning or late evening meetings
·Highly detail oriented and ability to lead and deliver on milestones for various ongoing sub-projects simultaneously
·Familiarity or comfort working in a start-up environment testing new approaches and building while doing
·Desire for continuous learning and an interest in growing with a scaling-up organization
·Strong English language skills required and ability to work in another language (of Bahasa, French or Spanish) is highly desired.
·Direct knowledge of, lived experience or experience working with coastal communities, social justice, human rights, and/or grantmaking a plus.
This will be a fully remote contract position at a billing rate between $500 and $700/day, depending on experience. The initial contract will be for 75-100% time with an initial grace period of 4 months, with the potential for extension depending on fit between the candidate and the institution. Total travel requirements are as yet unknown, but up to 25% travel could be possible.
