Under managerial direction, perform complex work in planning, coordinating, and overseeing the Agency's Operational Unit Enhancement Program (OSEP) project and other IT projects. Serve as the administrator for the Agency's Microsoft Dynamics 365 Customer Relationship Management (CRM) System, ARTS. OSEP is a multi-million dollar, multi-phase project to integrate the DOT's Dynamics 365 ARTS with the City's 311 CRM System and internal asset management systems.
The candidate will be responsible for designing, developing, maintaining, and supporting ARTS applications and the Contact the Commissioner's Webform (CCF). They will lead in-house teams, system integrators, and consultants, managing multiple complex projects simultaneously. Responsibilities include:
- Designing and maintaining technical and procurement documentation.
- Planning and scheduling project deliverables, goals, and milestones.
- Managing resources and schedules for project implementation.
- Collaborating with stakeholders and management to establish budgets, goals, and deliverables.
- Applying project management principles for high-complexity projects.
- Serving as an expert on ARTS and CCF enhancements.
- Monitoring project activities and risks.
- Supervising programming staff involved with ARTS and CCF.
- Ensuring projects are completed on time and within budget.
- Implementing quality assurance processes.
- Contributing to strategic planning with technology options.
- Communicating project expectations effectively.
- Creating and maintaining detailed project plans.
- Collaborating on solution ideas with teams and stakeholders.
- Using project management tools such as MS-Project, Jira, Primavera, Azure DevOps, and Visio.
- Recommending changes and monitoring change management plans.
- Reviewing project performance metrics and generating reports.
- Identifying stakeholder conflicts and project risks.
- Overseeing Dynamics 365 environment setup and maintenance.
- Providing expertise in Microsoft Azure and Dynamics 365.
- Managing system integrations and troubleshooting issues.
**Minimum Qualifications:**
- A master's degree in computer science with three (3) years of IT experience, including 18 months in a managerial role, OR
- A bachelor's degree with four (4) years of IT experience, OR
- A high school diploma with six (6) years of IT experience, OR
- A combination of education and experience meeting the above criteria, with at least three (3) years of relevant experience and 18 months in a supervisory capacity.
**Preferred Skills:**
- PMP certification or equivalent.
- Experience managing medium-to-large IT projects.
- Strong communication and relationship management skills.
- Knowledge of client-server and web architecture.
- Proficiency with MS Project, MS Office, Windows.
- Deep understanding of Microsoft Dynamics 365 and Power Platform.
- Experience with Microsoft CRM implementation lifecycle.
