The University of Maryland, Baltimore (UMB), Department of Police and Public Safety is recruiting for a Senior Human Resources Specialist OR Human Resources Generalist. The selected candidate will fill either position based on their education and experience.

Primary Duties
Senior Human Resources Specialist:
- Performs HR activities for a medium-sized, complex department, implementing best practices and collaborating with campus HR management to ensure high-quality service.
- Administers HR functions including staffing, compensation, training, employee relations, ensuring compliance with policies, laws, and agreements.
- Supports HR strategy, objectives, budgeting, and policy improvements, developing metrics to measure results.
- Develops recruitment and outreach strategies to attract diverse candidates, utilizing social media and participating in recruitment events.
- Assists with recruitment, onboarding, and offboarding processes.
- Coordinates performance evaluations, manages employee performance issues, and provides guidance on corrective actions.
- Provides HR policy guidance, resolves HR issues, and collaborates with management to develop solutions.
- Analyzes HR trends, staffing needs, organizational structure, and training opportunities.
- Interprets and administers collective bargaining agreements, addressing labor disputes and grievances.
- Prepares HR metrics reports, analyzes results, and develops action plans.
- Provides training, guidance, and mentorship to HR staff.
- Develops HR communications, workshops, and participates in HR initiatives.
- Performs other related duties as assigned.
HR Generalist:
- Provides day-to-day HR guidance for a complex department, acting as an expert resource and ensuring high-quality service.
- Administers HR functions including staffing, compensation, training, and employee relations, ensuring policy compliance.
- Supports HR strategy, objectives, and policy improvements, maintaining relevant metrics.
- Develops recruitment strategies to attract diverse candidates, utilizing social media and participating in events.
- Assists with recruitment, onboarding, and offboarding processes.
- Facilitates performance evaluations, manages employee performance issues, and guides corrective actions.
- Provides HR policy guidance, resolves issues, and collaborates with management for solutions.
- Analyzes HR trends, staffing, organizational structure, and training needs.
- Interprets and administers collective bargaining agreements, resolving labor issues.
- Prepares HR metrics reports, analyzes data, and develops improvement plans.
- Provides training, guidance, and mentorship to HR personnel.
- Develops HR communications, workshops, and participates in HR initiatives.
- Performs other duties as assigned.
Minimum Qualifications
Senior HR Specialist:
- Bachelor’s degree in HR, business, or related field; Master’s preferred.
- 3 years HR experience; knowledge of HR laws and practices.
- 1 year supervisory experience in staff coordination.
- SHRM-CP or SHRM-SCP certification preferred.
HR Generalist:
- Bachelor’s degree required; Master’s preferred, substitutable with experience.
- 4 years HR experience.
- 1 year supervisory experience.
- SHRM-CP or SHRM-SCP certification preferred.

- Proficiency with HR systems and technology.
- Effective verbal and written communication skills.
- Ability to work independently and cooperatively.

Compensation:
Senior HR Specialist: $78,000 - $87,000/year; HR Generalist: $93,000 - $103,000/year (based on experience and education).
