Jobtailor is seeking a regional program manager to grow the lifelong learning portfolio for Texas State Technical College across a designated campus and service area. You will oversee open enrollment programs, measure performance, and build durable partnerships with community organizations, workforce entities, and referral partners to expand access and improve student outcomes.

Responsibilities

  • Grow Texas State Technical College’s lifelong learning portfolio within an assigned campus, service area, or region.
  • Manage a regional portfolio of open enrollment programs, including enrollment growth, revenue, financial performance, program effectiveness, and job placement outcomes.
  • Evaluate portfolio performance and recommend new, expanded, modified, or discontinued offerings.
  • Develop and manage relationships with community organizations, nonprofits, government agencies, workforce development entities, and referral partners.
  • Build sustainable student pipelines and expand access to open enrollment programs.
  • Represent TSTC at community events, workforce meetings, partner engagements, and regional or statewide initiatives.
  • Analyze workforce needs, labor market trends, employer demand, student interests, and industry developments.
  • Collaborate on outreach, recruitment, enrollment, scholarships, sponsorships, grants, and other funding opportunities.
  • Support planning, scheduling, operational readiness, instructional resources, facilities, and program delivery.
  • Coordinate across campuses and departments to achieve enrollment, workforce development, and student success objectives.
  • Maintain CRM, project tracking, and institutional system information.
  • Analyze enrollment, revenue, financial performance, student outcomes, job placement, and other performance indicators.
  • Apply critical and creative thinking to resolve complex issues and improve portfolio performance and student outcomes.

Requirements


  • Associate’s degree in Business Administration, Marketing, Workforce Development, or a related field

  • 4 years of business development, strategic account management, or workforce solutions experience

  • 3 years of experience managing budgets and comprehensive projects, with knowledge of evaluation methods

  • Relevant experience may be considered in lieu of a degree, except where a specific degree is required for accreditation, licensure, or legislative/regulatory obligations

  • Ability to develop and manage open enrollment programs and regional program portfolios

  • Ability to develop community partnerships and sustainable student referral pipelines

  • Ability to analyze labor market trends, student demand, and program performance

  • Ability to evaluate enrollment, revenue, financial performance, and student outcomes

  • Ability to develop outreach and enrollment strategies

  • Ability to identify funding opportunities for workforce training

  • Strong written and verbal communication skills

  • Ability to manage multiple programs, partnerships, projects, and priorities simultaneously

  • If hired, ability to complete federal Employment Eligibility Verification I-9 and present original documents proving identity and authorization to work in the United States

  • Successful completion of a criminal history background check for finalists
