Job summary

Abhe & Svoboda, Inc. seeks an Onsite Project Manager to oversee QC/QA activities at the JF Costello Dam site near Modoc, IL.

You will work with the Operations Manager, Superintendent, and Site Safety & Health Officer to implement the Three-Phase QC System and ensure USACE compliance. The role requires five years of construction management experience, a construction management or civil engineering degree, and familiarity with USACE RMS 3.

Qualifications

• Five (5) years of related construction management experience
• USACE Construction Quality Management for Contractors (CQM-C) certificate preferred or ability to obtain
• Bachelor's degree in Construction Management or Civil Engineering preferred
• Experience with USACE RMS 3 software or ability to learn
• AWS/CWI and AMPP CIP Level 2 preferred
• Ability to interface with project supervision, safety personnel, management, and government personnel
• Ability to read and interpret contract specifications and shop fabrication drawings

Responsibilities

• Maintain the project-specific Quality Control Plan (QCP) in compliance with USACE requirements
• Implement and manage the Three-Phase Quality Control System for major work features
• Conduct and document QC meetings with USACE, subcontractors, and project staff
• Prepare and submit daily QC reports, submittals, test reports, and other deliverables
• Coordinate third-party testing and inspections and address non-conformances
• Perform QC inspections (Welding, Coatings) as qualified
• Verify compliance with contract specifications, drawings, and USACE standards
• Serve as primary quality liaison with USACE and stakeholders
• Manage QA/QC documentation and current records
• Identify non-conformances and drive corrective actions
• Read and understand welding, blasting & painting codes and requirements
• Verify dimensions match shop drawings and field conditions
• Interpret engineering drawings in collaboration with site management

Job Description:

The jobsite location is JF Costello Dam near Modoc, IL

Onsite Project Manager shall report to the Operations Manager and must be able to work with our onsite Superintendent and Site Safety & Health Officer. The duties include but are not limited to:

• Maintain the project-specific Quality Control Plan (QCP) in compliance with USACE requirements
• Implement and manage the Three-Phase Quality Control System (Preparatory, Initial, and Follow-up inspections) for all major work features
• Conduct and document QC meetings with USACE, subcontractors, and project staff
• Prepare and submit daily QC reports, material submittals, test reports, and other required deliverables
• Coordinate third-party testing and inspections, ensuring timely submission and resolution of non-conformances
• Perform QC Inspections (Welding, Coatings), as qualified
• Verify compliance with contract specifications, drawings, and USACE standards
• Serve as the primary quality liaison with USACE and other stakeholders, addressing and resolving quality issues
• Manage QA/QC documentation and maintain current records
• Prevent and correct deficiencies by identifying non-conformance issues, generating reports, and following up on corrective actions
• Read and understand codes and requirements for Welding, Blasting & Painting
• Verify dimensions of product or material to match shop drawings and field conditions
• Interpret engineering drawings, diagrams, and confer with site management or engineering staff to determine quality standards

This position requires the worker to always be on the site. Work will also require work from heights and pre-employment physical. Contractor is willing to train and further the applicant's experience, in return, we are looking for people eager for advancement and new skills.

Requirements:

• USACE Construction Quality Management for Contractors (CQM-C) Certificate (or ability to obtain upon hiring)
• Five (5) years of related construction management experience, preferably past USACE Projects
• Bachelor's degree in Construction Management Degree or Civil Engineering is preferred
• Experience with USACE RMS 3 software, or ability to learn
• AWS Certified Welding Inspector (CWI), preferred
• AMPP Certified Coatings Inspector (CIP Level 2) Certificate, preferred
• Ability to interface effectively with project supervision, safety personnel, management, Government Personnel, and production personnel
• Ability to read and interpret contract specifications and shop fabrication drawings

Experience Preferences:

• Installing or repairing steel structures (bridges, dams, tanks, etc.)
• QC inspections (Welding, NDT, Coatings)
• Steel coatings application & abrasive blasting
