Job summary

Navarro Research and Engineering is seeking a Project Controls Specialist I for onsite work in Carlsbad, NM. The role provides advanced project controls support for federal projects, performing cost, schedule, performance, and forecast analyses and maintaining the Federal Site Life Cycle Plan.

The position requires proficiency in Oracle Primavera P6 and Deltek Cobra, along with earned value analysis and DOE‑level compliance. U.S. citizenship is a requirement for this contract employee role.

Qualifications

• Bachelor’s degree in a physical science, engineering, technical discipline, or related field and 10 years of project controls experience; or a master’s degree with five years of experience.
• U.S. citizenship is required due to government contract requirements.

Responsibilities

• Provide oversight of Operations Control Accounts: cost, schedule, performance, and forecast information.
• Develop and maintain the Federal Site Life Cycle Plan.
• Review planning, schedules, estimates, and documentation for DOE compliance.
• Support baseline development, maintenance, and change control.
• Analyze schedules, including critical path, milestones, and forecast dates.
• Perform earned value and variance analysis and identify trends.
• Support monthly project controls reporting and management briefings.
• Participate in baseline and project reviews and change control meetings.
