Zachary Piper Solutions seeks a DC3 Program Manager to lead a national security IT and cybersecurity program onsite in Linthicum Heights, MD. You will manage a 100+ technical workforce and coordinate with senior government stakeholders to deliver mission-critical objectives.

This role requires a Top Secret clearance with TS/SCI eligibility, PMP certification, and 5+ years of managing large programs in high-tempo environments.

Qualifications

• Active TS/SCI clearance with eligibility required.
• PMP certification required.
• 5+ years of experience managing large, complex programs in high-tempo environments.
• 5+ years leading teams of 100+ personnel.
• 5+ years of experience with workforce planning and resource management.
• 5+ years of experience monitoring program finances and contract performance.

Responsibilities

• Lead and manage all program activities supporting IT and cybersecurity operations.
• Oversee a workforce of 100+ technical professionals across multiple functional areas.
• Drive program execution, performance, and delivery of mission-critical objectives.
• Coordinate with senior government stakeholders and technical leadership teams.
• Monitor budgets, contract performance, staffing, and resource allocation.
• Track requirements, risks, milestones, and operational metrics.
• Ensure quality, compliance, and continuous improvement across supported programs.
