Job summary

University of Michigan–Flint is seeking a Program Administrator to lead the Early Childhood Development Center (ECDC) onsite, ensuring licensing compliance with Michigan rules and University policies. The role guides daily staffing, family engagement, curriculum quality, documentation, and staff development, in collaboration with the licensee designee; it carries accountability for licensing duties.

Qualifications

• Must be at least 21 years old.
• Bachelor's degree or higher in a related field.
• At least one year of experience in a licensed early childhood or related program.
• Must meet Michigan licensing requirements for Early Childhood Program Administrator.
• Two semester hours or 3.0 CEUs in child care administration within six months of hire.
• Must be approved by the Michigan Child Care Licensing Bureau as Program Administrator.
• Must maintain background-check, MiRegistry, orientation, health and safety training, CPR/First Aid, mandated reporter, and ongoing professional development requirements.
• Ability to organize priorities, communicate clearly, maintain confidentiality, and lead calmly during disruptions.

Responsibilities

• Direct the center's day-to-day operations and address child, family, staff, safety, and operational concerns.
• Develop, implement, and evaluate center policies and procedures in collaboration with the licensee designee.
• Maintain licensing compliance and documentation; prepare for inspections; respond to inquiries; ensure reports are completed.
• Coordinate daily staffing, classroom coverage, breaks, call-in response, and substitute deployment to maintain staff-to-child ratios.
• Monitor staff performance, provide coaching and evaluations, and address HR matters with the licensee designee and HR.
• Verify staff background-check eligibility, MiRegistry records, orientation, health and safety training, and credentials.
• Provide leadership for developmentally appropriate curriculum, child assessment, active supervision, inclusion, and family engagement.
• Coordinate enrollment and classroom placement based on capacity and program commitments.
