Job summary

Richard, Purpose Builders, is seeking an HSE Manager I to lead site safety on our Tucson, AZ projects. The role develops and reviews Accident Prevention Plans, AHAs, and safety programs, ensuring compliance with EM 385-1-1 and OSHA standards while coordinating with project teams.

You will conduct on-site inspections, train crews, manage incidents, and drive a proactive safety culture. Candidates should have a BS in a safety-related field and 5+ years of construction HSE experience; CHST/EM 385

Qualifications

• Bachelor’s degree in a safety-related field is preferred; equivalent experience may be considered.
• Minimum 5 years of construction HSE experience.
• OSHA 30-hour Construction Outreach card required.
• First Aid/CPR/AED required.
• CHST required at hire or within a defined period after placement.
• EM 385-1-1 training required for federal projects.
• Experience implementing project-level HSE plans, Accident Prevention Plans and site safety programs.

Responsibilities

• Create and manage site-specific Accident Prevention Plan (APP) per EM 385 1-1.
• Develop and review AHAs/JHAs and Work Plans aligned to project schedules.
• Ensure safety submittals are prepared, submitted, and approved ahead of meetings.
• Be on site for inspections and safety observations across the shift.
• Lead safety orientations and toolbox talks; document meetings and actions.
• Investigate incidents; perform root cause analysis and implement corrective actions.
• Develop and deliver OHS training programs; oversee waste/disposal per guidelines.
