Job summary

Norman City Clerk is seeking an experienced Emergency Management Director responsible for directing the City’s emergency planning, EOC readiness, and interagency coordination. The role leads training, drills, and public education to improve community safety and response.

Strong leadership and budgeting skills are essential. The position requires a Bachelor’s in a related field with 5+ years in emergency management; a Master’s is preferred.

Qualifications

• Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, or related field.
• Master’s degree in related field preferred.
• Five or more years of experience in emergency management or similar public safety roles.
• Experience in interagency planning, hazard mitigation, large-scale event coordination, or Oklahoma municipal government preferred.

Responsibilities

• Direct and manage the City’s Emergency Management Program, including development, review, and maintenance of EOP/Hazard Mitigation/COOP plans.
• Maintain the City’s EOC readiness, equipment, layout and procedures; activate during emergencies.
• Develop and conduct training, drills, exercises, and public education on preparedness.
• Coordinate response and recovery; manage damage assessments and reimbursement documentation.
• Identify and manage grants and annual budgets for emergency management operations.
• Coordinate across city departments and with external agencies to ensure compliance and effective public information.
