Job Summary
Office Services – Cashier is responsible for performing all necessary cashiering, customer account processing, and payment functions for the City of Elkhart’s Water and Wastewater Utilities. This position provides essential customer service, manages cash transactions, addresses delinquent accounts, and performs clerical duties as part of the Billing Department’s day-to-day operations.
Principal Duties And Responsibilities
- Process customer payments, returned checks, and rejected transactions.
- Balance daily batches, mail payments, and night drop deposits.
- Handle disconnection processing for unpaid accounts.
- Respond to customer inquiries and complaints in person, by phone, or email.
- Explain billing policies, procedures, and payment options.
- Translate for Spanish-speaking customers and interpret/translate utility documents as needed.
- Arrange payment plans for past-due accounts according to department policy.
- Schedule work orders for Service Technicians.
- Maintain accurate filing and support general clerical duties.
- Perform duties of other staff during absences or as required.
Other Duties And Responsibilities
- Performs related duties as assigned to support team operations and departmental goals.
Education And Experience
- High school diploma or GED required.
- Minimum of two (2) years of experience in a related field, such as cashiering, customer service, or office administration.
- Coursework in math and computer data processing preferred.
Knowledge, Skills, And Abilities
- Proficient in Microsoft Office and standard office equipment.
- Strong understanding of office procedures, recordkeeping, and customer account management.
- Accurate arithmetic and data entry skills for account reconciliation.
- Knowledge of City utility procedures or ability to learn quickly.
- Ability to follow procedures, maintain confidentiality, and comply with City policies.
- Excellent oral and written communication skills, with cultural sensitivity and professionalism.
- Able to prioritize, multitask, and work independently or in a team environment.
- Must be able to interact respectfully with irate or frustrated individuals.
Physical, Mental, And Visual Skills
- Ability to sit, stand, or walk at will for extended periods.
- Must be able to lift and carry items up to 25 pounds.
- Requires good vision, hearing, speaking, and manual dexterity for office and computer tasks.
- May involve occasional exposure to challenging customer interactions.
WORKING CONDITIONS
- Standard office environment with a service counter component.
- Frequent contact with the public and internal departments.
- Work involves collaboration with Service Technicians, Public Works, and Operations staff.
Post Offer Testing Requirements
- The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
- Background checks producing acceptable BMV and criminal history reports required.
