Introduction
The Maryland Department of Agriculture is a department under Maryland's Executive Branch. Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management, and resource conservation. The Pesticide Regulation Section administers Maryland's Pesticide Applicator's Law, approves training courses in the handling, storage, and use of pesticides, conducts examinations to determine that pesticide applicators are competent to follow prescribed pest control practices, enforces federal laws on the sale and use of pesticides, and investigates pesticide accidents or incidents and consumer complaints on pesticide misuse. This position is limited to current permanent and contractual employees of the Maryland Department of Agriculture, and also to temporary employees from an external employment agency who are currently assigned to work at the Maryland Department of Agriculture.

LOCATION OF POSITION: MDA Headquarters Annapolis, MD
Responsible for review and preliminary approval of applications for individuals seeking commercial and public agency certification. Grading exams and processing test and result notices, lists and information for individuals seeking certification as commercial, public agency, or private applicators. Responsible for examining, processing, renewing, certifying, maintaining files, and data entry for Private Applicators. Processing supply and purchase orders, coding, logging, and maintaining files for purchase orders, supply orders, and invoices. Reviews and approves applications of Business Licensees, Public Agency Permits, and Private Applicators seeking certification or re-certification to determine if minimum requirements are met and required documentation has been submitted. Contacts applicators via telephone, email, or eGov to inform of application inadequacies and measures to be taken in order to qualify for issuance of new licenses or certificates. Generates approval/denial letters to be sent to applicants upon final approval by supervisor. Maintains and compiles examinee study guides and informational material to be sent with approval. Enters information concerning applicants for commercial and public agency applicator certification into a computer database. Generates test notices and notifies the lists of applicators eligible to take exams from exam session proctors. Electronically or manually grades exams, provides applicants with test results and information regarding steps to be taken to complete the certification process. Maintains records on the number of individuals and number of examinations by category administered to commercial/public agency applicators seeking certification. Maintains files on applicants pending certification. Responsible for Private Applicator Certification by generating renewal notices, approving applications, electronically grading exams, issuing certificates, and entering information concerning applicants into a computer database. Provides applicants and County Extension Agents with test results and information regarding steps to be taken to complete the certification process. Maintains records on the number of individuals taking private applicator certification examinations. Prepares, tracks, and maintains purchase orders and invoices for payment on supplies, goods, equipment, and services purchased by the Pesticide Regulations Unit. Ensures purchases are properly coded to the correct budget and object code.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years performing secretarial or clerical work involving typing duties. Notes: 1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education. 2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.
Preference will be given to applicants who possess the following preferred qualifications: Experience in receiving and placing customer service telephone calls and emails. Experience in data entry and managing data files. Experience working with Oracle databases.
This position is limited to current permanent and contractual employees of the Maryland Department of Agriculture, and also to temporary employees from an external employment agency who are currently assigned to work at the Maryland Department of Agriculture.
Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
