Job Title: Director of Construction Oversight

Salary: $128,086 - $160,107

Open & Closing Dates: Open Until Filled

Location: New York City, New York

Hours: 37.5 per week; Full-Time - 8:30 a.m. to 5:00 p.m. (7.5 hours/day)

Office Of The Metropolitan Transportation Authority Inspector General

The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) reviews and investigates the operations of the MTA and its contractors. The MTA, which employs over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro-North Railroad, MTA Bridges & Tunnels, Staten Island Rapid Transit, and MTA Construction & Development.

Position Summary

The OIG is expanding its workforce dedicated to oversight of the multibillion-dollar capital program at the MTA. Construction oversight staff investigate allegations of wrongdoing or fraud, conduct proactive reviews to identify and uncover waste and mismanagement by MTA or its contractors, and perform independent monitoring functions to safeguard federal funds granted to MTA after Hurricane Sandy. This lead position will implement the OIG's strategic plan, direct efforts and supervise skilled staff with backgrounds in auditing and investigations.

Duties And Responsibilities

  • Supervise and participate in high quality reviews, monitoring responsibilities, and investigations of MTA capital construction contracts, vendors, processes, procurement, funding, cost control, billings, and management and make impactful recommendations to address problems found.
  • Work with the team on planning, prioritizing, and reporting on investigations, audits and monitoring activities regarding the MTA's capital construction and maintenance programs.
  • Author and edit professionally written reports to present evidence for prosecution or to identify recommendations for internal discipline or process changes.
  • Supervise a team of audit and investigative subject matter experts and report progress to the heads of Legal, Investigations, and Audit Units. Work with the Executive team to implement the IG's strategic goals for the Unit.
  • Conduct or supervise interviews of agency personnel, vendors, and contractors who do business with the MTA and other persons of interest.
  • Analyze contracts, policies, procedures, building codes, and records such as billings, maintenance logs, inspection records, payroll and other electronic or paper records in furtherance of audit or investigation objectives.
  • Develop and maintain professional working relationships with MTA representatives and serve as a liaison with other government investigative and law enforcement bodies.

Qualifications/Relevant Experience

  • A bachelor's degree (in fields such as construction management, engineering, architecture, business, public administration, accounting) and ten years of applicable experience. The experience should include time spent in a supervisory and/or project management capacity.
  • Demonstrated analytical skills, critical thinking skills, impartial judgment, and investigative/research aptitude.
  • Supervision of audits and/or investigations in the construction area.
  • Ability to write professionally

Valuable Knowledge And Experience (preferred, But Not Required)

  • Experience working in an oversight capacity
  • Knowledge of public sector procurement, contracts, protocols, policies and procedures.
  • Knowledge of capital budgeting and estimating.
  • Knowledge of applicable local, state, and federal statutes, rules, codes, and regulations.
  • Knowledge of safety and OSHA requirements
  • Familiarity with basic design and construction processes, drawings, means and methods and organizational structures preferred.
  • A law degree

Position Requirements

  • Travel within the MTA geographic jurisdiction.
  • Ability to conduct site visits to active construction sites and safely traverse active transportation facilities.
  • Ability to work outside of regular business hours as required.
  • Position is eligible for tele-working according to office policies.
