Position summary:JMT is seeking an Office Engineer (OE) for large multi-year rail/transit project to manage critical project documentation, compliance, and administration. The OE position will support the execution of work in the field with a focus on project administration activities. The OE will participate in many of the field activities, especially as related to safety and quality control. The Office Engineer will report directly to the Project Manager and will support the Lead Construction Manager or a delegated representative as directed by the Project Manager. Work shall include coordination of submittal process, monitoring of design change progress and costs; verification to project specifications and related documents, coordination of progress payments; monitoring of quality assurance; monitoring of safety compliance; environmental assessment and inspection; preparation of relevant materials and representation at periodic project meetings; providing expert opinions on special cases, assist in review of the Contractor’s submittals and documents.

Compensation for this position is $85,000.00 - $95,000.00, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. Essential Duties and Responsibilities

  • Distribute and review all Contractor submittals/deliverables including but not limited to the Project Schedule, DBE updates, daily reports, requisitions for payment, payroll reports, work plans, RFIs, design documents, product data and Shop Drawings. Coordinate reviews and arrange meetings as required with user groups and third parties to track, compile, and return submittal review comments within the specified review periods.
  • Provide estimating, budget, scope development, estimate review, and change order support as needed.
  • Perform document control through established software (Procore) and databases.
  • Write letters/memos, meeting minutes, and develop written reports as needed.
  • Validate and monitor invoices for payment in accordance with progress of the work.
  • Evaluate and prepare recommendations to Project Manager regarding sequence of field and/or construction activities and means and methods of construction when working in a railroad environment.
  • Assist in the preparation of concurrence forms, memos to the Contractor and subconsultants, and any related documents.
  • Generate reports on the Project status.
  • Compile and maintain a computer-based digital photo record of construction progress and activities.
  • Assist Resident Engineers in coordinating with labor forces, departments, outside utilities, and agencies.
  • Ensure construction is performed in accordance with standards and OSHA safety practices. Only at the direction of the Project Manager, issue notices, warnings and/or Stop Work Orders to the Contractor if safety regulations are violated.
  • Ensure that daily work plans and related Shop Drawings provided by the Contractor are approved and in place prior to the start of related work activities.
  • Document all critical issues, changes, and relevant information throughout the duration of the Contract Term.
  • Perform other duties as may be required.
Required Skills
  • Strong project coordination and organizational skills as well as strong oral and written communication skills.
  • Proficiency in the use of Procore software.
  • Ability to read and comprehend electrical, communication, and civil/structural engineering plans, technical specifications, and other construction related documents such as work plans/procedures/Shop Drawings.
  • Demonstrate a very strong ability to work within a “paperless” environment, as all project documentation will be maintained and stored in electronic media.
  • Knowledge of OSHA safety regulations with an OSHA 10-hour safety card.
  • The ability to work well with others and willingness to learn in a team environment.
Required Experience
  • Bachelor’s degree in Engineering, Architecture, Construction Management or related degree plus experience in the Engineering/Construction Field with an emphasis in document control and scope development.
  • Minimum of 5+ years of construction experience as an Office Engineer for rail/transit projects.
  • Experience with Procore software.
  • Experience reviewing engineering designs, contractor Shop Drawings and/or vendor specifications and plans, or similar documents, to determine constructability and practicality of proposed work and adherence to established standards and requirements.

Preferred Experience

  • Registered Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP).
  • Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
  • Commissioning documentation on rail/transit projects.

Working Conditions

Work is performed in both an office and field (construction) environment. Office to field time is approximately 75% to 25% respectively. Field work requires climbing, walking and standing at a construction site and will be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required.
