The OEMS Credentialing & Compliance Manager position provides statewide leadership and oversight for the Office of Emergency Medical Services (OEMS) credentialing and regulatory compliance programs. It manages the Credentialing and Compliance Unit, directing activities related to EMS personnel credentialing, criminal history and eligibility review, regulatory investigations, administrative enforcement, and the professional rehabilitation and recovery program. The role applies significant independent judgment in interpreting laws, administrative rules, and agency policies to evaluate complex compliance matters and determine appropriate regulatory actions.
Work includes leading case review processes, supporting disciplinary proceedings, coordinating regulatory matters with legal counsel, and advising OEMS executive leadership. This position operates within a statewide regulatory environment that requires accurate evaluation, coordinated enforcement, and collaboration with staff, regulated entities, and external stakeholders.
Key Duties Include:
Manage credentialing workflows for EMS personnel, including review of applications, criminal history information, and eligibility determinations.
Oversee regulatory investigations and administrative enforcement actions to ensure compliance with EMS laws and rules.
Lead the OEMS case review process by evaluating complex credentialing or compliance matters and recommending defensible regulatory actions.
Coordinate regulatory matters with legal counsel, leadership, and internal staff to support disciplinary proceedings and case resolution.
Interpret and apply applicable laws, administrative rules, and agency policies to make sound, consistent regulatory decisions.
Supervise investigative and administrative staff, establish program priorities, assign workloads, and ensure adherence to quality standards.
Identify regulatory, operational, and compliance trends and prepare recommendations for policy, process, or technology improvements.
Communicate with regulated entities, legal counsel, staff, and external stakeholders regarding sensitive or complex regulatory matters.
Maintain documentation, prepare reports, and support statewide program oversight through ongoing review of credentialing and compliance data.
Serve as a subject matter expert on EMS credentialing and compliance for OEMS leadership and statewide partners.
Knowledge Skills and Abilities/Management Preferences

Expert proficiency interpreting and applying EMS laws, administrative rules, and agency policies to support consistent, defensible credentialing, compliance, and enforcement decisions.
Demonstrated experience evaluating complex regulatory investigations by reviewing case documentation, assessing risk, and determining appropriate actions for credentialing or compliance matters.
Strong skill leading investigative and administrative staff through priority setting, workload management, and accountability practices within a high-volume regulatory program environment.
Intermediate proficiency communicating sensitive regulatory issues with leadership, legal counsel, regulated entities, and stakeholders through clear written and verbal guidance.
Demonstrated experience improving regulatory program performance by analyzing operational data, applying quality controls, and recommending updates to policies, workflows, or technology systems.
