Job summary

The Commonwealth of Pennsylvania's Department of Human Services is seeking a Nursing Services Consultant to strengthen health practices across community programs. You will provide clinical guidance, review medical issues, and support safe, effective care while aligning with state and federal standards.

In the Northeast Region, you will perform clinical consultation, incident reviews, OBRA coordination, and policy development.

Qualifications

• Two years of professional nursing experience; or an equivalent combination of experience and training.
• Active authorization to practice as a Registered Nurse in Pennsylvania.

Responsibilities

• Clinical Consultation: Provide guidance to county and provider staff regarding health care regulations and policies.
• Policy Development: Assist in creating regulations, bulletins, policies, and procedures related to health care.
• Health Liaison: Serve as the point of communication between regional and central offices on health-related matters.
• Incident Review: Review, process, and close medical incidents and ensure follow-up on treatment and documentation requirements.
• Mortality Oversight: Examine death-related documentation, coordinate necessary actions, and complete mortality reviews in the incident system.
• OBRA Coordination: Review assessments, maintain regional OBRA records, and support transitions from nursing homes to the community.

This position supports the Northeast Region by offering clinical consultation, reviewing medical incidents, and strengthening health practices within intellectual disability programs. As a Nursing Services Consultant, you will perform the following duties:

• Clinical Consultation:Provide guidance to county and provider staff regarding health care regulations and policies
• Policy Development:Assist in creating regulations, bulletins, policies, and procedures related to health care
• Health Liaison:Serve as the point of communication between regional and central offices on health-related matters
• Incident Review:Review, process, and close medical incidents and ensure follow-up on treatment and documentation requirements
• Mortality Oversight:Examine death-related documentation, coordinate necessary actions, and complete mortality reviews in the incident system
• Omnibus Budget Reconciliation Act (OBRA) Coordination:Review assessments, maintain regional OBRA records, and support transitions from nursing homes to the community

Work Schedule and Additional Information:

• Full-time employment, 37.5 hours per week
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework:You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Scranton. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Two years of professional nursing experience; or
• An equivalent combination of experience and training.

Special Requirements

• This position requires active authorization to practice as a Registered Nurse in Pennsylvania.
• If you possess an active temporary practice permit, you must obtain licensure as a Registered Nurse within the one (1) year period defined by the Pennsylvania State Board of Nursing.

Other Requirements

• PA residency requirement is currently waived for this title.
• You must be able to perform essential job functions.
