NUECES COUNTY CSCD RESIDENTIAL COUNSELOR II

Supervision and Guidelines:

Appointed by the CSCD Director, work is under the supervision of the Clinical Supervisor. Guidelines include state and federal laws, CJAD-TDCJ standards, and CSCD policies. The position complies with the Code of Ethics by CJAD-TDCJ and licensing requirements of the Texas Department of Health and Human Services.

Essential Functions:
  1. Perform administrative and assessment procedures, including screening for program admission.
  2. Maintain case files, conduct audits, and ensure documentation quality.
  3. Develop and monitor Individual Treatment Plans, provide counseling, and facilitate treatment groups.
  4. Conduct resident orientation, explain program rules, and address conduct infractions.
  5. Identify resident strengths and needs, set treatment goals, and develop treatment plans.
  6. Perform case management activities, coordinate services, and assist with decision-making.
  7. Stay current with policies, provide court testimony, and complete discharge summaries.
  8. Counsel residents in distress, supervise progress, and develop aftercare plans.
  9. Coordinate documentation and participate in training and disciplinary hearings.
  10. Conduct audits on closed files and perform additional duties as assigned.
Qualification Requirements:

Must be able to perform all essential duties satisfactorily. Education, knowledge, skills, and abilities requirements are outlined below.

Education:

High school diploma or equivalency (GED) required.

Exclusions:

Individuals employed as peace officers or currently on probation, bond, or serving a criminal sentence are ineligible. Convictions affecting handling sensitive information may disqualify applicants.

Certifications and Licenses:

Must hold a valid license such as Licensed Chemical Dependency Counselor (LCDC), Licensed Professional Counselor (LPC), Counselor Intern (CI), or LPC Intern (LPCI). Valid Texas driver’s license and insurance required if using personal or county vehicle.

Experience:

No experience required; one year preferred. Degree not necessary if credentials are held. Harm reduction training is a plus.

Knowledge, Skills, and Abilities:

Knowledge of the Texas criminal justice system, substance abuse counseling, and community resources. Ability to use automated systems, communicate effectively, and work with challenging populations. Demonstrated judgment and ability to follow policies are essential.

Physical Requirements:

Must be able to sit, speak, hear, reach, lift up to 25 pounds, and have close vision capabilities. Accommodations available as needed.

Work Environment:

Correctional campus setting with generally low noise levels, requiring mobility around the location.
