Job summary

SCT seeks a Program Analyst to support a national security mission, providing technical expertise and analytical leadership on nuclear R&D and engineering programs. You will interact with clients as a trusted advisor and contribute to strategic planning, risk management, and program oversight.

The role demands at least 3 years in program analysis or related areas, a bachelor’s degree (master/PhD preferred), and an active DoD/DOE-style clearance.

Qualifications

  • Minimum 3 years of professional experience in program analysis, project coordination, or administrative support for complex programs
  • Bachelor's degree from an accredited institution; a Master's degree or PhD is preferred
  • Active U.S. Government security clearance with fully adjudicated T5 background investigation including drug test
  • DOE/NNSA experience highly desirable
  • Strong written, analytical, and problem-solving skills; able to work independently
  • Proficiency with Microsoft Office Suite and SharePoint
  • Excellent oral communication and organizational skills, including interfacing with executive-level clients

Responsibilities

  • Provide technical evaluations and assessments of complex programs, technologies, and documentation
  • Provide subject matter expertise in manufacturing, materials, production engineering, and infrastructure modernization
  • Develop modernization strategies, implementation plans, and capability restoration efforts
  • Assess program, integration, risk, and budget considerations, and recommend mitigations
  • Support program management tasks: scheduling, milestones, baselines, and cost/schedule/risk management
  • Coordinate technical reviews, readiness assessments, audits, and evaluations
  • Prepare budgets, cost analyses, funding tracking, and justification materials
  • Create executive briefings, technical presentations, and strategic communications
  • Coordinate cross-disciplinary teams and stakeholders across multiple organizations
  • Provide leadership and administrative support, including meeting coordination and action tracking
  • Work onsite at client locations in Washington, DC or Albuquerque, NM, with possible travel

Position Summary

SCT is seeking a Program Analyst to provide direct support to our team within a national security mission organization. The Program Analyst provides technical expertise and analytical support for nuclear research, development, and engineering programs. Program Analysts provide functional leadership on projects, leading analysis to develop insightful recommendations and solutions. The Program Analyst interacts regularly with the client as a trusted programmatic or technical advisor.

Duties
  • Provide technical evaluations and assessments of complex programs, technologies, manufacturing capabilities, facilities, and supporting documentation, including technical maturity and production readiness.
  • Provide subject matter expertise in advanced manufacturing, strategic materials, production engineering, component manufacturing, technology development, and infrastructure modernization.
  • Develop and support modernization strategies, implementation plans, capability restoration efforts, and solutions to technical and programmatic challenges.
  • Assess program, integration, implementation, and supply chain risks and recommend mitigation strategies to improve performance, resilience, and continuity.
  • Support program and project management, including scheduling, milestones, baseline management, performance tracking, documentation, and integrated cost, schedule, and risk management.
  • Support technical reviews, readiness assessments, audits, program evaluations, and other oversight activities.
  • Provide budget and financial management support, including budget development, cost analysis, funding and execution tracking, spend plans, and justification materials.
  • Develop executive briefings, technical presentations, reports, strategic communications, and decision-support materials.
  • Coordinate activities across multidisciplinary technical teams, program offices, production and research organizations, external stakeholders, and working groups.
  • Provide leadership, administrative, and high-priority program support, including meeting coordination, action tracking, correspondence, and response to emerging requirements.
  • Work onsite at client office location in Washington, DC or Albuquerque, NM
  • May include occasional travel
Qualifications
  • Minimum 3 years of professional experience, including a minimum of two (2) years of experience in program analysis, project coordination, administrative support for complex programs, or a closely related role
  • Bachelor's degree from an accredited institution; a Master's degree or PhD is preferred
  • Active U.S. Government security clearance with fully adjudicated T5 background investigation including drug test
  • Experience within the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) environment is highly desirable
  • Experience in program management in scientific and engineering environments
  • High-quality written, analytical and problem-solving skills; able to work independently with minimal supervision
  • Knowledgeable with Microsoft Office Suite and SharePoint
  • Excellent oral communication, organizational and inter-personal skills, including ability to interface with executive-level clients
