Responsibilities

  • Coordinate and support IPTs and working groups related to supply chain, logistics, and sustainment.
  • Perform data and requirements analysis and manage configurations for transportation modeling.
  • Analyze large datasets of procedures, specs, parts, and suppliers; inform supply chain analyses.
  • Support development of sustainment and strategic planning across weapons programs.
  • Assist with systems integration, interface control, and coordination across the enterprise.
  • Identify interfaces, conflicts, and integration issues; propose resolutions with engineering rationale.
  • Develop standardized sustainment practices and capture them in requirements documents.
  • Help create and maintain a CM process for logistics tools.
  • Develop business processes and operations for logistics and supply chain management.

Job description

SUMMARY

The Program Analyst supports the coordination and integration of multiple integrated project teams (IPTs) and working groups spanning supply chain, logistics, and sustainment activities across the Department of Energy (DOE) / National Nuclear Security Administration (NNSA) and the National Laboratories. The analyst interfaces with technical, engineering, and scientific experts and organizations to identify, gather, and organize complex requirements into frameworks that optimize NNSA's nuclear weapons acquisition and sustainment programs. Support encompasses data analysis, requirements analysis, and configuration management across life cycle planning, management, and program execution. Specific duties include:

  • Coordinate and support multiple IPTs and working groups related to supply chain, logistics, and sustainment.
  • Perform data analysis, requirements analysis, and configuration management in support of transportation modeling and dashboard development.
  • Analyze large data sets consisting of procedures, requirements, technical specifications, parts, and suppliers, and provide input to supply chain analyses and data visualizations.
  • Support the development of sustainment plans, material fielding plans, and strategic planning across weapons programs.
  • Support systems integration, interface control, and coordination across the nuclear security enterprise.
  • Identify requirements, interfaces, conflicts, and integration issues and provide recommended resolutions based on sound engineering rationale supported by thorough analysis.
  • Develop standardized product sustainment and support practices that apply across weapons and acquisition activities, and capture them in requirements documents.
  • Assist Defense Programs (DP) to develop, implement, manage, and maintain a configuration management process for logistics, including the supporting technical tools.

Develop and implement business processes and operations for logistics and supply chain management, and analyze existing requirements processes and tools for effective implementation.

SKILLS / QUALIFICATIONS
  • Experience analyzing large, complex government or industrial programs.
  • Configuration management experience including data interface, requirements analysis and integration, procedure development, and document management.
  • Experience developing programmatic plans and assessments and providing integrated project team support.
  • Experience producing data visualizations and dashboards.
  • Understanding of data modeling concepts and techniques. data modeling or front-end programming experience (R, Python, SQL, JavaScript, or similar) is a plus.

An active DOE Q or Department of War (DOW) Top Secret clearance is required.

EXPERIENCE / EDUCATIONAL REQUIREMENTS

Business, management, engineering, logistics, supply chain, or another relevant field. (preferred) Relevant experience will be considered in lieu of a degree.

OTHER UNIQUE REQUIREMENTS
  • Experience in complex DOE/NNSA or DOW engineering, acquisition, sustainment, or supply chain programs. (desired)
  • DOE 6.X and/or DOW 5000-series acquisition experience. (preferred)
  • Knowledge of the interfaces between DOE/NNSA programs, field sites, contractors, and other government agencies involved in weapons production, handling, and transportation. (preferred)
  • Knowledge of DOE/NNSA weapons programs. (preferred)

Experience analyzing, designing, and optimizing complex manufacturing supply chains. (preferred)
