The position directly supports the continuity and effectiveness of Nokia's compliance program by driving accountability, monitoring progress against regulatory commitments, managing cross-functional dependencies, and facilitating engagement with internal and external stakeholders. The role's effectiveness contributes to maintaining audit readiness, regulatory compliance, operational continuity, and Nokia's trusted relationship with U.S. Government stakeholders.
Leads and coordinates complex, enterprise-wide compliance and governance programs that span multiple organizations, functions, and geographic regions. Responsible for managing regulatory deliverables, audit activities, reporting requirements, government notifications, corrective action plans, and strategic compliance initiatives in support of Nokia's National Security Agreement obligations. Works independently with broad latitude for decision-making and prioritization while collaborating with senior leaders across Legal, Security, Product Development, Human Resources, Procurement, Engineering, and other business functions. Provides program leadership, governance oversight, and risk management expertise to ensure organizational objectives, regulatory commitments, and compliance milestones are achieved. Contributes to the development, implementation, and continuous improvement of processes, controls, training, and governance mechanisms that support long-term compliance effectiveness and operational resilience.

Coordination and communicates point among the National Security Office, business leadership, support organizations, external auditors, and U.S. Government stakeholders. Communicates complex regulatory, compliance, and operational requirements in a clear and actionable manner to audiences ranging from senior executives to project teams and subject matter experts. Prepares executive briefings, audit materials, compliance reports, regulatory notifications, governance updates, and presentations that support informed decision-making. Builds consensus and drives accountability across diverse stakeholders while managing sensitive and often time-critical compliance matters.
Requires advanced knowledge of program management, governance, compliance operations, risk management, and audit processes. Demonstrated experience leading complex cross-functional initiatives involving multiple stakeholders, competing priorities, and regulatory deadlines. Strong understanding of the interaction between business operations, regulatory obligations, security requirements, and corporate governance. Experience supporting regulatory compliance programs, government-facing activities, audit management, or highly regulated environments is strongly preferred. Ability to interpret requirements, assess risks, drive corrective actions, and implement sustainable processes that support long-term compliance objectives. Knowledge of U.S. Government regulatory frameworks, telecommunications security requirements, national security-related compliance obligations, or comparable regulatory programs is highly desirable.
