Job summary

eTelligent Group is hiring a Senior Program Manager to lead NIH Governance, Risk & Compliance Zero Trust Architecture Support for the NIH OCIO. You will lead a lean 7.5-FTE team across three delivery pods, owning schedule, staffing, risk and communications with the CO/COR.

The role requires 8+ years in federal IT program management, PMP/PgMP, and experience with ATO/A&A and NIST frameworks. Hybrid on-site work at NIH locations is required, with strong collaboration across NIH ICs.

Qualifications

• 8+ years of IT project/program management in federal cybersecurity or IT transformation.
• Current PMP or PgMP certification (or equivalent).
• Experience managing ATO and A&A packages per NIST/FISMA.
• Program management oversight of Zero Trust Architecture, ICAM, or similar.
• Bachelor's degree required.
• Eligible for NIH suitability determination and PIV credential; fluent in English.

Responsibilities

• Serve as the single point of contact to CO and COR; coordinate with NIH OCIO and ISAO.
• Baseline and run a resource-loaded IMS covering all SOW deadlines.
• Review risk and issues weekly with defined milestones.
• Own the Quality Control Plan and enforce review cycles and comment disposition.
• Deliver Monthly Status Reports with performance metrics and certifications.
• Lead monthly NIH IC office hours and quarterly program reviews with leadership.
• Manage staffing, onboarding and payroll for diverse staff and partners.
• Manage deliverable-based invoicing milestones and task-order proposals on request.
• Ensure alignment to EO 14028, OMB M-22-09, and NIST ZTMM v2.0.
