Please note that this position is contingent upon the successful award of a contract currently under bid.

Summary:

The Project Manager shall be responsible for the oversight and guidance for all contracting personnel assigned to the TO, performance of work, TO compliance and quality control on a full-time basis.


Responsibilities

Essential Job Functions:

  • Shall have the ability to manage daily operations, plan and execute all activities.
  • Facilitate communication and ensure coordination between NGB leadership, legislative offices, and relevant government stakeholders.
  • Develop and manage project plans for legislative initiatives, ensuring timelines, deliverables, and objectives are met.
  • Oversee and coordinate all activities related to legislative engagements, including preparing briefing materials, reports, and testimony for NGB leadership.
  • Define project scope, goals, deliverables, and key milestones in collaboration with stakeholders.
  • Develop detailed project plans, including timelines, resource allocation, and budgets.
  • Identify and manage project dependencies, risks, and constraints.

Qualifications

Necessary Skills and Knowledge:

  • Understanding of DoD legislative and ULB process.
  • Strong project management skills, including the ability to manage scope, schedule, and budget effectively.
  • Excellent communication and interpersonal skills, with the ability to build relationships and lead teams.
  • Proficiency with project management tools and software (e.g., Microsoft Project, Jira, Trello, Asana).
  • Strong problem-solving and decision-making skills.
  • Ability to work under pressure, meet tight deadlines, and manage multiple projects simultaneously.

Minimum Qualifications:

  • Bachelor's degree from an accredited US based university.
  • Minimum 5 years' experience in project management.
  • Leadership experience managing at the HQDA (or equivalent other Service Headquarters or DoD level) including ability to effectively brief (oral and written) senior leaders as necessary.
  • Secret security clearance required.
  • Experience which demonstrates a high level of understanding of the congressional budget and appropriations process, and familiarity with the President's budget, to include analyzing appropriations tables and justification books.
  • Experience analyzing and tracking the annual National Defense Authorization Act, Appropriations Act and Military Construction appropriations.
  • Experience that demonstrates understanding of congressional committee process and procedures to include mark-ups, hearings and nominations.
  • Experience with DoD policy development, program process and program execution.

Preferred Qualifications:

  • PMP or Agile certifications.
  • Experience working in government contracting or highly regulated industries.
