Master Planning Management is seeking a Senior Project Controls Specialist to lead cost control activities for Pomona projects. The role requires managing budgets, baselines, and expenditures, and performing in-depth cost analysis and forecasting in collaboration with project managers and stakeholders.

Preferred PMP and extensive experience with SAP and Power BI are expected. The position is hybrid (Pomona office two days, three days remote) with full-time hours in a dynamic project environment.

Qualifications

• 7+ years’ experience in cost controls/management.
• Demonstrated experience in Project Management, Project Controls, and/or Construction Management.
• Experience using Microsoft software (Word, Excel, PowerPoint, Visio) and SAP or similar ERP; Power BI.

Responsibilities

• Develop and maintain project budgets/baseline and expenditure plans.
• Update budgets/forecasts and spending plans by jurisdiction, asset type, cost drivers, and funding sources.
• Conduct cost data research, updates, and analysis across cost controls (budget, actuals, contingency, earned value).
• Prepare and present results, alternatives, and recommendations to manage costs and schedules and mitigate risks.
• Support project portfolio reporting and data collection from stakeholders.

Looking for a Senior Project Controls Specialistto performthe following duties at client Pomonaoffice:

Typical Responsibilities:

• Develop and maintain project budgets/baseline and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
  
• Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  
• Perform detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
  
• Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
  
• Support the implementation, analysis, and reporting of the project portfolio
  
• Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to document scope and cost.
  
• Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
• Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties.

Ability to commute/relocate:

Pomona, CA 91768: Reliably commute or planning to relocate before starting work (Required)

Education:

A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate

Preferred: Finance, Accounting, or Mathematical background

Experience:

Required: 7+ years’ experience in cost controls/management

Required: Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience

Required: Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application. Power BI

Preferred: Utility construction experience

License/Certification:

PMP (Preferred)
