POSITION SUMMARY: The Chief Financial Officer is responsible for providing strategic direction to the business operations of the school district which coincides with the district strategic plan and district initiatives which are related to the business office or financial expenditures for the school district.
The Chief Financial Officer is responsible for overseeing the school district’s business and financial operations, as well as food services and transportation, ensuring these functions are carried out accurately and efficiently. The Chief Financial Officer also undertakes additional duties as assigned by the Superintendent.
ESSENTIAL JOB FUNCTIONS:
Direct Supervision:
- Supervises the following administrative positions: Director of Food Services and Manager of the Transportation Department.
- Manages, supervises and/or performs district-required duties in the following categories: auditing, child accounting, cash management, investments, debt service, capital funds, financial accounting, reporting planning and budgeting, food services operations, insurance/risk- management, payroll accounting, purchasing and supply, real estate and fixed assets, School Board Secretary, and tax administration.
Accounting and Payroll Operations:
- Supervises all District accounting procedures including the administration of the payroll.
- Administers the investment of District funds in accordance with Board policy and existing statutes to ensure optimal returns within statutory guidelines.
- Administers the district's tax collection system. Performs the duties of the district purchasing agent, including approval of all purchases and adherence to statutory bidding requirements for all materials, supplies and equipment and executes the necessary purchase orders.
- Administers the student activity, food service, construction, debt service, athletic and memorial accounts.
- Coordinates audits of district financial position and records to ensure that all regulatory and acceptable accounting practices are maintained.
- Serves as the administrative liaison to the District’s Finance Committee.
- Supervises the Director of Food Services in areas relating to finance, accounting, reporting, and budgeting.
- Supervises the Manger of Transportation and collaborates with the district’s vendor for transportation services to ensure that needs of transportation are being fulfilled.
Budget Management
- Prepares and submits continuing disclosure reports.
- Works with financial advisors and makes recommendations regarding financing and refinancing.
- Maintains records of all outstanding debt service payments and balances.
Special Projects
- Works with attorneys and financial advisors to effect suitable financing.
- Prepares documents as required for PlanCon processing and bond offerings.
- Oversees the distribution of payments for construction in progress.
- Prepares and presents special projects assigned by the Superintendent and School Board.
- Implements the elements of the district strategic plan related to the business office operations.
- Provides strategic vision for the business office, examines opportunities for business operation efficiency and implements any recommended changes, and provides administrative support for business functions and needs in all district schools and offices.
Enrollment Projections
- Prepares enrollment projections with Director of Pupil Services using available data and statistical analysis.
Reports and Record Keeping
- Prepares and submits to the School Board monthly reports summarizing district receipts, expenditures, general ledger balances, investment listings and budget analysis.
- Provides the Board and other district administrators accurate and timely financial records, reports, and information.
- Maintains accurate, accessible, and current inventories of district buildings, furniture, and equipment, in accordance with district policy and Governmental Accounting Standards Board (GASB) pronouncements.
- Prepares all local, state, and federal reports relating to business, finance, buildings, annual enrollment, payroll, and personnel.
- Works with district offices to administer grants received by the school district and to provide all of the required financial accounting for these grants and their related purchases.
Food Services
- Supervises the Director of Food Services in the areas relating to finance, accounting, reporting, and budgeting.
- In conjunction with the Food Services Director, oversees the food service program, its maintenance, monthly inspection, its reports, and supervision, conferring with interested parties and providing economical, satisfactory, and efficient management of the school lunch program.
Management/Leadership Practices
- Evaluates and recommends the assignment, transfer, promotion, or dismissal of any employee under his/her full-time supervision. Cooperates in the evaluation of those under his/her part-time supervision. Aids in the evaluation of other employees' performance as directed.
- Writes thorough, defensible, and constructive evaluation reports to achieve a continuous improvement in the mindset of staff.
- Demonstrates objectivity in personnel assessment and uses every opportunity to coach employees to improve their performance.
- Makes personnel assignments based on employees’ ability, qualifications, past performance, and school needs.

- Attends all School Board meetings, designated School Board committee meetings, and designated administrative meetings which are scheduled in the evening and occasionally on weekends.
- Regular and consistent attendance is an essential function of the position.
- Performs other duties and responsibilities assigned by the Superintendent.
Communications
- Provides all District employees with accurate and timely information regarding payroll, salary deductions, and leave information.
- Develops communications that reflect and support management team decisions and School Board policies.
- Communicates and works with other administrative and supervisory personnel to share ideas, expertise, resources, and personnel.
- Serves as liaison to the Pennsylvania Department of Education for financial, business, facilities, and planning matters.
- Develops, in concert with the Finance Committee Chairperson, the agenda, materials, and resources required for the monthly Finance Committee meeting.

STATUS AND SCOPE:

Qualifications
QUALIFICATIONS:
- An undergraduate degree from a recognized university in finance, accounting, business administration, or other quantitative discipline relevant to the position.
- M.B.A. in Business Administration.
- Must have a minimum of three years’ experience in business administration and in a public-school district.
- Strong interpersonal and communication skills required.
- Working knowledge of Microsoft Suite Software and financial accounting software.
- Demonstrated insight, intelligence, and problem-solving ability.
- Experience in a PA public school is preferred.
- Must be able to communicate both orally and in writing with staff, teachers, and School Board Members.
Work Authorization/Security Clearance (if applicable) : Citizenship or work authorization to work in the United States required .
