Job summary

Make Rain is seeking a State Business Development professional in Arizona to grow Rainmaker’s government-facing programs. You will identify opportunities across appropriations, grants, agency contracts, and pilot initiatives, building lasting relationships with legislators, agencies, and water stakeholders.

Qualifications

  • 5+ years in business development, government relations, capture management, or public policy with Arizona state government.
  • Proven track record of winning state funding, contracts, or appropriations.
  • Experience navigating budget cycles, grant programs, and procurement processes.

Responsibilities

  • Drive New Business: Own a revenue target tied to state-funded programs in Arizona; build and manage a pipeline from identification to award.
  • Opportunity Identification & Capture: Identify funding pathways and convert them into qualified opportunities with multi-year capture plans.
  • Customer & Stakeholder Relationships: Cultivate relationships with legislators, agency leaders, regulatory staff, water districts, and industry associations.
  • Legislative & Budget Engagement: Engage in legislative sessions and budget cycles; prepare and deliver testimony and briefings.
  • Policy Shaping in Support of Growth: Advocate for policies expanding Rainmaker’s market aligning with funding opportunities.
  • Public/Private Partnerships: Identify and coordinate public/private partnerships.
  • Cross-Functional Deal Support: Work with leadership, legal, and communications to scope programs and ensure regulatory compliance.
  • Events & Demonstrations: Organize site visits, demonstrations, and forums for lawmakers and prospective customers.
  • Market Intelligence & Reporting: Track developments and report pipeline status to leadership.
