JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are seeking a Network Architect to join our Applied Research Laboratory (ARL) at Penn State University. ARL's mission is to research and develop innovative solutions for scientific, engineering, and technological challenges supporting the Navy, DoD, and IC.

The role involves planning, designing, and implementing large-scale network solutions, including connectivity across various networks and locations, potentially involving 5G wireless and LEO satellite networks.

Work locations available in San Diego, CA or Arlington, VA

ARL is an authorized DoD SkillBridge partner and encourages transitioning military members to apply.

You will:

  • Implement complex communication solutions for deployment in field/remote locations, supporting secure facilities and data exchange within cloud environments.
  • Design and implement networking and transport solutions aligned with long-term IS management goals; install/configure network equipment; support system administrators.
  • Monitor systems to enhance network performance; troubleshoot network issues locally and remotely.
  • Manage network engineering tools for testing and diagnosing network issues.
  • Apply principles, theories, and concepts to develop and maintain network standards, procedures, and guidelines.
  • Maintain knowledge of and apply best practices in network security.
  • Create documentation for system installation, configuration, troubleshooting, and operation.
  • Contribute technical content and tutorials to documentation.
  • Collaborate directly with customers on planning and strategy.

Additional responsibilities for higher-level positions include:

  • Serve as a technical expert developing and maintaining architecture standards and principles.
  • Lead enterprise implementation and collaboration efforts.
  • Develop and contribute to architecture strategies for infrastructure and services.
  • Review system architectures for performance, resiliency, and capacity.
  • Research and establish architectural best practices.
  • Plan and analyze phases of technology systems.

Position levels depend on education and experience. Requirements typically include a Bachelor's Degree in Engineering or Science, Master's preferred; 4+ years of related experience. Higher levels require additional experience or education.

Required skills/experience include:

  • Engineering principles application in a professional setting.
  • Design, implementation, and maintenance of network architectures.
  • Experience with complex electronic and network systems troubleshooting.
  • Active Top Secret security clearance.
  • Minimum IAT Level 1 certification (e.g., Security+, OS/Computing).
  • Knowledge of DoD IA policies.
  • Customer-facing experience and adaptability to varying schedules.
  • Ability to work independently and solve problems systematically.
  • Proficiency with Agile tools like Jira, Confluence, GitLab.

Work is primarily on-site in San Diego, CA or Arlington, VA, with approximately 75% in secure facilities. Limited remote work and travel may be required. U.S. citizenship and security clearance are mandatory. Employment is contingent on a pre-employment drug screen.
