Job summary

Tract Capital seeks a Network Project Manager to lead integrated pre-construction and construction for communications infrastructure across its data center campuses. The role coordinates scope, schedule, budget, vendors, RFIs, submittals, risks, commissioning, and handover with OSP, ISP, Engineering, and Operations in a design-and-build context.

The position focuses on delivery through commissioning and operational transfer, not 24x7 monitoring or routine changes, and requires strong project

Qualifications

  • 8+ years in project management, construction management, telecommunications, network infrastructure, data center delivery, or an equivalent combination of education and experience.
  • Experience leading complex infrastructure projects from planning and design through construction, commissioning, and operational handover.
  • Experience in data center, colocation, mission-critical, telecommunications, or similarly schedule-sensitive environments.
  • Strong working knowledge of project controls, including schedules, milestones, budgets, risks, issues, changes, actions, and status reporting.
  • Experience managing RFIs, submittals, design reviews, field coordination, testing, punch lists, commissioning, and as-built turnover.
  • Experience coordinating engineering firms, vendors, carriers, contractors, subcontractors, and internal stakeholders without direct authority over all contributors.
  • Working knowledge of physical and active communications infrastructure, including fiber, structured cabling, LAN/Wi-Fi, carrier connectivity, wireless, Private 5G/CBRS, ERRCS, and safety systems.
  • Strong communication and facilitation skills; proficiency with Excel, PowerPoint, SharePoint, and project-management or scheduling tools; valid driver’s license.

Responsibilities

  • Lead integrated delivery planning for communications infrastructure projects from stakeholder kickoff through pre-construction, construction, commissioning handover, and operational transfer.
  • Establish and maintain project controls across multiple concurrent campus projects, including integrated schedules, milestones, budget coordination, procurement activities, decision and action logs, risk and issue registers, change control, and leadership status reporting.
  • Coordinate scope, dependencies, and sequencing across multiple engineering and operations teams.
  • Own the pre-construction delivery rhythm, including scope definition, budget alignment, permitting schedule coordination, stakeholder kickoff, design-review cadence, vendor RFP coordination, procurement dependencies, and project readiness gates.
  • Work closely with construction teams to coordinate schedules, site logistics, field sequencing, subcontractor activities, safety requirements, inspections, punch-list closure, and commissioning.
  • Manage RFIs, submittals, action items, decisions, and change-management processes; review drawings, BOMs, schedules, and test plans.
  • Track partners against scope, schedule, quality, safety, and commercial commitments; coordinate escalations with the accountable manager.
  • Facilitate resolution of cross-functional dependencies including fiber routes, pathways, rack layouts, carrier entrances, network architecture, and safety systems.
  • Coordinate carrier and connectivity delivery activities, including circuit orders, handoffs, MM rooms, ready-for-service dates, and acceptance testing.
  • Plan and manage site commissioning, readiness reviews, test scheduling, turnover packages, and eventual operation handover.

Position Overview

The Network Project Manager leads integrated pre-construction and construction delivery for communications infrastructure across Tract Capital’s data center campuses.


The role coordinates scope, schedule, budget, vendors, contractors, RFIs, submittals, risks, commissioning, and handover across the seven communications domains. The Network Project Manager works closely with OSP, ISP, Network Engineering, Carrier & Vendor Relations, Design & Engineering, Fleet’s Construction department, the general contractor’s project-management team, Procurement, and Daily Operations.


This is a Design & Build role responsible for delivery through commissioning and operational transfer. It does not own 24×7 monitoring, incident response, SLA operations, or routine moves/adds/changes.


Job Responsibilities

The successful candidate will have practical experience across many of the following:



  • Lead integrated delivery planning for communications infrastructure projects from stakeholder kickoff through pre-construction, construction, commissioning handover, and operational transfer.

  • Establish and maintain project controls across multiple concurrent campus projects, including integrated schedules, milestones, budget coordination, procurement activities, decision and action logs, risk and issue registers, change control, and leadership status reporting.

  • Coordinate scope, dependencies, and sequencing across OSP Engineering, ISP Engineering, Network Engineering, Carrier & Vendor Relations, Design & Engineering, Fleet’s Construction department, the general contractor’s project-management team, and Daily Operations.

  • Own the pre-construction delivery rhythm, including scope definition, budget alignment, permitting schedule coordination, stakeholder kickoff, design-review cadence, vendor RFP coordination, procurement dependencies, and project readiness gates.

  • Work closely with Fleet’s Construction department and the general contractor’s project-management team to coordinate construction schedules, site logistics, field sequencing, subcontractor activities, safety requirements, inspections, punch-list closure, and commissioning.

  • Manage the project’s RFI, submittal, action-item, decision, and change-management processes, and coordinate review of drawings, bills of material, schedules, method statements, test plans, redlines, and as-built documentation.

  • Track engineering firms, vendors, carriers, subcontractors, and other delivery partners against scope, schedule, quality, safety, commercial commitments, and required deliverables; coordinate escalations with the accountable functional manager.

  • Facilitate resolution of cross-functional dependencies involving fiber routes, pathways, MDF/IDF and rack layouts, carrier entrances, network architecture, wireless and Private 5G, DAS, ERRCS, safety systems, site access, permitting, and construction sequencing.

  • Coordinate carrier and connectivity delivery activities, including circuit orders, carrier handoffs, meet-me-room or entrance-facility dependencies, temporary construction connectivity, ready-for-service dates, and acceptance testing with engineering and Carrier & Vendor Relations.

  • Plan and manage integrated site commissioning, including readiness reviews, test scheduling, punch-list management, deficiency resolution, acceptance documentation, and approval of complete turnover packages.

  • Drive clean handover to the Daily Operations / Network Operations teams and maintain project records, including as-builts, configuration and asset documentation, monitoring onboarding, operational requirements, escalation paths, runbooks, support contacts, readiness sign-off, and reusable delivery standards across campuses.


Basic Qualifications


  • 8+ years in project management, construction management, telecommunications, network infrastructure, data center delivery, or an equivalent combination of education and experience.

  • Experience leading complex infrastructure projects from planning and design through construction, commissioning, and operational handover.

  • Experience in data center, colocation, mission-critical, telecommunications, or similarly schedule-sensitive environments.

  • Strong working knowledge of project controls, including schedules, milestones, budgets, risks, issues, changes, actions, and status reporting.

  • Experience managing RFIs, submittals, design reviews, field coordination, testing, punch lists, commissioning, and as-built turnover.

  • Experience coordinating engineering firms, vendors, carriers, contractors, subcontractors, and internal stakeholders without direct authority over all contributors.

Preferred Qualifications


  • Bachelor’s degree in Construction Management, Engineering, Telecommunications, Information Technology, Business, or a related discipline, or equivalent practical experience.

  • PMP certification or progress toward it

  • Experience delivering communications or network infrastructure for data centers, mission-critical facilities, hyperscale or cloud campuses, or large capital projects.

  • Experience managing multiple concurrent greenfield and live/retrofit campus projects.

  • Familiarity with data center construction, structured cabling, fiber pathways, carrier connectivity, network infrastructure, wireless, life-safety systems, and Division 27/28 work.

  • Experience coordinating permitting, AHJ requirements, carrier delivery, utility dependencies, and site-access constraints.

  • Experience establishing project-delivery standards, stage gates, commissioning plans, turnover checklists, and document-control practices.

Salary Expectations: $100,000-$130,000 Base salary range + Discretionary Bonus
