Network Housing Developer – BRIDGE-TO-HOME Program Springfield

Welcome to our network housing developer position in the BRIDGE-TO-HOME Program in Springfield, offered by TASC, Inc. (Treatment Alternatives for Safe Communities).

Starting salary: $45,000 – $50,000, contingent upon experience and education.

Location: Springfield, IL. Area 5-025 422 – Returning Home Illinois (B2H)

Division Overview

The Corrections Transition Programs (CTP) provide strategic reentry management services, including housing placement, behavioral health referrals, public benefits enrollment, employment resources, and essential documentation for formerly incarcerated individuals.

Position Summary

The Returning Home Illinois (RHI) Program offers Permanent Supportive Housing (PSH) to individuals with complex barriers to successful reentry. As a Network Housing Developer (NHD), you will identify and expand safe, affordable housing opportunities for justice‑impacted clients, build strong relationships with landlords and property managers, and coordinate housing placement and maintenance.

Essential Duties and Responsibilities
  • Recruit landlords and building owners interested in leasing to PSH participants across Central and Metro East Illinois, including St. Clair, Madison, and Sangamon counties.
  • Provide education on program eligibility, support services, and landlord/tenant responsibilities.
  • Complete pre‑move‑in inspections with client and landlord, assessing for building code violations, lease issues, and other conditions.
  • Conduct quarterly property inspections with clients and landlords.
  • Work with landlords and property managers to resolve lease or client issues; document all incident reports with landlords and TASC.
  • Assist with processing new rental applications, creating rent computations, and coordinating keys and move‑in details.
  • Respond to inquiries regarding rent charges, admission policies, and procedures for new landlords.
  • Recommend termination of assistance when appropriate; assist with client move‑out and final unit inspections.
  • Maintain daily, weekly, and monthly logs and reports.
  • Use internal ECR to document all client engagement activities.
  • Attend all PSH trainings as requested and required by funders.
  • Create and maintain an affordable housing directory for the PSH program.
Ideal Candidate
  • Bachelor’s degree in Social Work, Urban Planning, Real Estate, Human Services, or related field (or equivalent experience).
  • Minimum 2 years of experience in housing placement, landlord engagement, property management, or community development; familiarity with HUD programs or local rental assistance models such as Section‑8; knowledge of fair housing laws and supportive housing models (e.g., Housing First) is a plus.
  • Experience in community outreach and building relationships with community providers.
  • Strong interpersonal, negotiation, and conflict‑resolution skills; able to manage complex landlord‑tenant situations.
  • Ability to work independently and collaboratively across multidisciplinary teams.
  • Proficiency in Microsoft Office and housing databases.
  • Excellent verbal and written communication skills.
  • Strong time‑management skills with a proven ability to meet deadlines.
  • Valid driver’s license, reliable transportation, and proof of insurance.
  • Bilingual candidates are highly encouraged.
