Job summary

TASC’s Center for Health and Justice in Jackson, MS, seeks a Housing Network Developer to expand safe, affordable housing for justice-impacted individuals and liaise with landlords and service providers. This full-time role supports the Housing Is Recovery program and uses Specialized Case Management to promote recovery and independence.

  • Minimum 2 years of experience in housing placement, landlord engagement, property management, or community development.
  • Knowledge of housing systems, fair housing laws, and Housing First is a plus.
  • Excellent interpersonal, negotiation, and time-management skills.
  • Ability to work independently and across multidisciplinary teams.

Responsibilities

Division Overview

The Housing Division provides safe, affordable housing paired with wraparound supportive services to individuals and families who have experienced chronic homelessness, mental illness, substance use disorders, or other significant barriers to stability. Guided by Housing First principles, the division works to promote long-term housing stability, improve health and well-being, and foster independence by integrating case management, clinical support, and community engagement. Through partnerships with public agencies, funders, and community organizations, the division advances the nonprofit’s mission to reduce homelessness and create equitable pathways to housing security and self-sufficiency.

We are currently looking for full-time – Housing Network Developer
Starting at $45,000 - $48,000; contingent upon experience, education, etc.

Through the Housing Is Recovery program, TASC assists individuals who have substance use disorders or serious mental illness in securing and maintaining stable, affordable housing. Participants receive TASC’s Specialized Case Management™ and access to a network of community services that promote recovery, stability, and independence. By combining safe housing with personalized support, TASC helps individuals build the skills and connections needed to thrive in their communities

Position Summary

The Housing Network Developer (HND) supports the HIR program by identifying and expanding safe, affordable housing opportunities for justice-impacted individuals. The HND builds and maintains strong relationships with landlords, property managers, and housing providers to secure units and address barriers to housing access. Working closely with the HIR team, the HND serves as a key liaison—communicating housing availability, lease updates, and any changes affecting client placement. The role also includes developing landlord engagement strategies and ensuring housing quality, client stability, and adherence to education requirements.

  • Recruit landlord and building owners who want to lease to HIR participants in the Southern region of Illinois, to include Jefferson, Jackson, Franklin, and Williamson counties
  • Recruit new landlords and provide education on program eligibility, support services, and landlord/tenant responsibilities.
  • Complete rental pre-move-in readiness inspection with client and landlord - assessing for building code violations, lease assessment review for sublease, grievance process, etc.
  • Conduct quarterly property inspections with clients and landlords
  • Work with landlords and property managers to address any lease or client issues, document all incident reports with landlords and TASC
  • Assist with processing new rental applications; create a rent computation on new applications, and assist with obtaining keys and move-in details.
  • Answer inquiries regarding rent charges, admission policies, and procedures for new landlords.
  • Make recommendations for termination of assistance when appropriate; assist with client move-out and final unit inspection with landlord.
  • Completes a variety of daily, weekly, and monthly logs and reports.
  • Utilize internal ECR to document all client engagement activities.
  • Attend all HIR trainings as requested and required by the funder and organization.
  • Create an affordable housing directory for the HIR program.
  • Generate and complete standardized Landlord Monthly Invoices, ensuring accuracy of tenant, unit, vendor code, and billing information.
  • Coordinate with case managers and supervisors to verify tenant occupancy and ensure all required documentation is complete prior to submission.
  • Ensure landlord invoices are prepared and submitted in accordance with established timelines and program requirements.
  • Collaborate with program leadership and administrative staff to support timely invoice review, approval, and submission to Finance.
  • Serve as liaison between landlords and TASC regarding billing questions, payment status, and required documentation.
  • Support the onboarding of new landlords by coordinating vendor code assignment and ensuring required documents (e.g., W-9, voided check) are obtained and submitted.
  • Monitor and follow up on payment processing to ensure landlords receive timely and accurate payments in alignment with program expectations.
Our Ideal candidate
  • Bachelor’s degree in Social Work, Urban Planning, Real Estate, Human Services, or related field (or equivalent experience) preferred
  • Minimum 2 years of experience in housing placement, landlord engagement, property management, or community development; familiarity with HUD housing programs, or local rental assistance models such as Section 8, etc.;
  • knowledge of housing systems, fair housing laws, and supportive housing models (e.g., Housing First) is a plus.
  • Experience in community outreach and building relationships with community providers
  • Ability to manage complex landlord-tenant situations, including lease agreements or violations, unit inspections, eviction prevention, and tenancy retention.
  • Strong interpersonal, negotiation, and conflict-resolution skills.
  • Ability to work independently and collaboratively across multidisciplinary teams.
  • Proficiency in Microsoft Office and housing database tools.
  • Excellent verbal, written, and interpersonal communication skills.
  • Excellent time management skills with a proven ability to meet deadlines
  • Valid driver’s license, reliable transportation, and proof of insurance.
  • Proven ability to serve individuals from varied backgrounds
