PTR Global seeks an experienced Network Construction Manager (Fiber/OSP) for a long-term contract on a hybrid basis in Minneapolis, MN. You will lead end-to-end OSP/ISP construction, coordinate with engineering and field teams, and ensure safety, quality, and on-time delivery.

Required 5+ years in telecom/utility construction, ability to read drawings, manage contractors, and maintain documentation. Travel to project sites may be required; OSHA 10/30, PMP, or CAPM are a plus.

Responsibilities

  • Lead end-to-end execution of OSP/ISP construction projects, managing scope, schedule, budget, quality, and risk.
  • Develop and manage construction schedules, production plans, resource allocation, and daily/weekly work objectives.
  • Coordinate with engineering, permitting/ROW, design, materials, QA/QC, and operations teams to ensure construction readiness.
  • Direct and oversee contractors and subcontractors, including work assignments, performance management, and contracts.
  • Ensure compliance with OSHA regulations and field audits.
  • Perform field inspections of cable and fiber placement, splicing, conduit installation, restoration, and FTTH installations.
  • Review engineering drawings, splice diagrams, permits, ROW docs to ensure accurate field execution.
  • Manage permit compliance, traffic control, municipal coordination, and customer notifications.
  • Track project quantities, change orders, invoices, and forecast costs.
  • Maintain complete project documentation, including daily reports and turn-over packages.
  • Lead project punch walks and final acceptance inspections.

Job description

Our client is seeking an experienced Network Construction Manager (Fiber/OSP) for an exciting long-term contract opportunity on a hybrid basis. This position is based in Minneapolis, MN and candidates must be "in-market" in order to be hands on in reviewing work, performing quality audits, and other day to day responsibilities.

Position Summary

The Network Construction Manager is responsible for leading the execution of Outside Plant (OSP) and Inside Plant (ISP) network construction projects, including fiber optic, conduit, and supporting telecommunications infrastructure. This role oversees all phases of construction from pre-construction planning through project closeout, ensuring projects are delivered safely, on schedule, within budget, and in compliance with quality standards.

The Network Construction Manager provides field leadership for construction crews and contractors, conducts inspections of fiber placement, splicing, and construction activities—including FTTH/in-home installations and serves as the primary liaison between engineering, permitting, operations, and field teams to ensure successful project delivery.

Key Responsibilities
  • Lead end-to-end execution of OSP/ISP construction projects, managing scope, schedule, budget, quality, and risk.
  • Develop and manage construction schedules, production plans, resource allocation, and daily/weekly work objectives.
  • Coordinate with engineering, permitting/ROW, design, materials, QA/QC, and operations teams to ensure construction readiness and resolve project issues.
  • Direct and oversee contractors and subcontractors, including work assignments, performance management, production tracking, and contract compliance.
  • Ensure compliance with OSHA regulations, company safety policies, utility coordination, and damage prevention practices through field audits and jobsite inspections.
  • Perform field inspections of cable and fiber placement, splicing, conduit installation, restoration, and in-home fiber broadband installations to verify compliance with engineering specifications and quality standards.
  • Review engineering drawings, splice diagrams, permits, right-of-way documentation, and construction packages to ensure accurate field execution.
  • Manage permit compliance, traffic control requirements, municipal coordination, customer notifications, and restoration activities.
  • Track project quantities, change orders, invoices, progress payments, and forecast project costs while maintaining budget accountability.
  • Maintain complete project documentation, including daily reports, photographs, redlines, as-built documentation, test results, closeout packages, and turnover documentation.
  • Lead project punch walks, final acceptance inspections, and transition completed projects to operations.
Required Qualifications
  • High school diploma or equivalent required; Associate's or Bachelor's degree preferred.
  • Minimum of 5 years of telecommunications or utility construction experience, including fiber optic, conduit, or coaxial infrastructure.
  • Minimum of 2 years of experience leading construction crews, contractors, or field operations.
  • Experience inspecting cable and fiber placement, splicing, construction activities, and FTTH/in-home broadband installations.
  • Strong knowledge of OSP/ISP construction methods, restoration practices, and acceptance testing.
  • Ability to read and interpret engineering drawings, splice diagrams, permits, and right-of-way (ROW) documentation.
  • Experience managing contractors, production metrics, unit-based and time-and-material cost controls, change orders, and invoicing.
  • Demonstrated commitment to safety with experience conducting field audits, hazard assessments, and OSHA compliance activities.
  • Strong project documentation, reporting, and database management skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook) and construction/project management software.
  • Valid driver's license and willingness to travel to project sites.
Preferred Qualifications
  • Experience supporting large-scale fiber deployments, including FTTH/FTTx, metro fiber, long-haul fiber, or data center interconnect projects.
  • Experience coordinating municipal permitting, right-of-way activities, and utility relocations.
  • Familiarity with GIS systems, as-built documentation, and digital mapping workflows.
  • Hands-on knowledge of fiber testing and turn-up, including OTDR, power meter/light source testing, GPON, XGS-PON, ONT activation, and Wi-Fi commissioning.
  • Experience with buried service wire installation, feeder and distribution troubleshooting, fault isolation, and restoration.
  • Experience supporting storm restoration or emergency response efforts.
  • Professional certifications such as OSHA 10/30, PMP, CAPM, FOA CFOT/CFOS, or equivalent.

Pay Range: $45/HR (flexible depending on experience). The specific compensation for this position will be determined by a number of factors, including the scope, complexity and location of the role as well as the cost of labor in the market; the skills, education, training, credentials and experience of the candidate; and other conditions of employment.
