Network and Cybersecurity Specialist

Democracy International (DI) is seeking to hire a Network and Cybersecurity Specialist for an anticipated six-month e-Parliament Feasibility Study opportunity in Bangladesh. The study aims to identify how digital transformation can strengthen parliamentary processes, enhance public engagement, and improve institutional accountability in Bangladesh. The objectives of this activity are to:

  • Conduct a feasibility study for transitioning to an e-Parliament system in Bangladesh, following feasibility study guidelines established by the Government of Bangladesh; and
  • Based on the findings of the feasibility study, formulate a Development Project Proposal (DPP), in line with government requirements.
The feasibility study will consist of a comprehensive ICT Infrastructure & Systems Assessment across the Parliament and Secretariat with several components, including:
  • Software System Assessment & Alignment
  • Data Storage, Backup, and Cloud Assessment
  • Cybersecurity Risk Assessment and Mitigation Strategy
  • Interoperability & Integration Standards Evaluation
This will be a part-time position based in Dhaka, Bangladesh, and will be contingent on award and funding. The anticipated award start date is estimated to be in June 2025.

The position’sresponsibilitieswill include:

  • Provide cybersecurity and networking expertise to support the feasibility study process;
  • Lead the development of the Cybersecurity Risk Assessment and Mitigation Strategy;
  • Support data collection and analysis for other assessments and deliverables, as needed;
  • Support the drafting and presentation of the inception, draft, and final reports;
  • Support the presentation of draft findings to relevant stakeholders;
  • Support the finalization of the report and submission to UNDP.

Qualifications
  • A Bachelor’s degree (or higher) and professional certifications (e.g., CCIE, ISACA, CCNP Enterprise, CEH) are required;
  • At least 15 years of experience in cybersecurity policy, infrastructure security, and risk management;
  • Hands-on experience in penetration testing, secure access protocols, and incident response planning;
  • Experience in networking, security operations & threat management;
  • Familiarity with Government of Bangladesh cybersecurity protocols and relevant regulatory frameworks;
  • In-depth familiarity with, understanding of, and ability to successfully navigate within the Bangladeshi context preferred;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
  • Professional fluency in English (both spoken and written) required;
  • This position is open to Bangladeshi citizens.
Reporting
This position reports to the Director of Program Management.
