Job description

The Position:

Under general supervision, this is an intermediate position involving inspections, community engagement, problem-solving, and enforcement of the Town's community standards. These standards, or codes, apply to all residential and commercial properties, establishing minimum requirements for property upkeep and technical standards in the built environment.

As part of the ONS Team, the Neighborhood Improvement Specialist II aims to improve neighborhood quality of life, safety, and encourage active participation in redevelopment. The role primarily involves fieldwork, engaging with property owners, tenants, community stakeholders, and neighborhood groups. Responsibilities include managing caseloads, negotiating improvement plans, ensuring follow-up, addressing deficiencies, and promoting neighborhood improvements.

Compensation:

The starting salary ranges from $50,939 to $56,222, depending on qualifications. The Town offers competitive healthcare benefits, a leave package, and retirement options. Bilingual English-Spanish skills earn an additional $2,080 annually.

Supervision:

Work is assigned and performed under the general supervision of the Director of Development Services. No supervisory responsibilities are assigned.

Ideal Candidate:

The ideal candidate seeks an exciting opportunity to create positive change in Town neighborhoods and business areas. A minimum of a Bachelor's degree is required, preferably in engineering, construction management, architecture, or public administration. Relevant experience combined with education may substitute. Candidates should have at least two years of experience in community engagement, planning, code enforcement, licensing, permitting, or related fields. Proficiency in Microsoft Office is required.

Within six months, successful candidates must obtain and maintain ICC certification as a Property Maintenance/Housing Inspector. The Town provides training. Candidates must also hold a valid Class D driver’s license with a satisfactory driving record.

Department:

The Neighborhood Services Department promotes compliance with codes and standards to ensure safe, well-maintained properties, enhancing community investment and quality of life. The office comprises two specialists reporting to the Director of Development Services, supported by a centralized Administrative Office.

Physical Requirements:
  • Light physical activity including lifting up to 25 pounds and carrying up to 10 pounds
  • Activities such as stooping, pulling, reaching, grasping, and repetitive motions
  • Walking, standing, or sitting for extended periods, sometimes over uneven terrain
  • Communication through talking and listening
  • Visual acuity for close, distance, peripheral vision, and focus adjustment

Riverdale Park is a growing community located between Hyattsville and College Park, Maryland, with a population of approximately 7,351. The Town is experiencing significant development, including two upcoming Purple-Line Stations. Governed by a Mayor and six Council Members, the Town operates under a Council-Manager system.
