Position Overview

The Virginia Department of Elections is seeking a Technical Lead for a cloud-based software development project. The initial phase is currently in progress. This hybrid position requires working on-site at least three days a week.

The Technical Lead will oversee, guide, and consult with the development team throughout the project lifecycle, ensuring compliance with project management policies, reviewing deliverables, and communicating project status to leadership. The role involves acting as a liaison between agency leadership and VITA, preparing reports, and managing project scope, schedule, and risks.

Required Skills and Experience

• 10+ years acting as a Technical Lead on large-scale IT projects
• Extensive expertise in Azure Cloud Services (Azure AppServices, Azure Functions, Azure DevOps, etc.)
• Proficiency in programming languages (C#, .NET, Python, JavaScript)
• Strong understanding of RESTful APIs, microservice architecture, serverless computing
• Experience with CI/CD, Infrastructure as Code (ARM templates, Bicep, Terraform)
• Familiarity with Azure monitoring tools
• Experience with Azure SQL, Cosmos DB
• Knowledge of secure coding, RBAC, compliance frameworks
• Proven leadership in full project lifecycle
