Job summary

JST is seeking an experienced Navy Acquisition Policy Expert to guide government contracts staff and stay current with DON and DOW procurement guidance. The role is full-time and hybrid, requiring 2-3 days on-site per week at the Navy Yard.

The Acquisition Policy SME will develop training, update procedures, and manage policy resources while overseeing a small team and ensuring compliance with security clearances.

Qualifications

  • Policy expertise across acquisition regulations with training and workforce communications.

Job description

Overview

JST is currently seeking an experienced Navy Acquisition Policy Expert to join our team. The Policy Subject Matter Expert (SME) will provide guidance to the government contracts and requirements staff and stay abreast of the current Department of Navy (DON) and Department of War (DOW) procurement regulations and guidance to transfer the knowledge back to the Command.

This is a full-time hybrid position, with 2-3 days on-site requirement per week at the Navy Yard. JST offers a full benefit package, a collaborative work environment and strong company culture. Veterans and military spouses are encouraged to apply.

Acquisition Policy SME Responsibilities
  • Must stay on top of all updates coming out of the National Defense Authorization Acts (NDAA), U.S. Government Accountability Office (GAO) reports and testimonies, U.S. Court of Federal Claims decisions, and regulation changes affecting the Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation Supplement (DFARS); Navy-Marine Corps Acquisition Regulation Supplement (NMCARS); and DOW, DON, and Portfolio Acquisition Executive (PAE) Strategic Systems Programs (SSP) instructions, manuals, and directives.
  • Update the guidance, distribute communications, and update training to keep the workforce informed in a timely/Agile manner.
  • Maintain policies and procedures in the Web-based Acquisition Toolbox, built on an Atlassian Confluence platform.
  • Develop and deliver acquisition training classes to the contracting workforce.
  • Review guidance and training materials to provide policy expertise and solution design to maintain clear, efficient, and valuable resources for the acquisition community.
  • Manage end user communications through a shared inbox and daily virtual interactions.
  • Develop processes for records management and retention, review local processes for compliance with DOW regulations, assess process weaknesses, identify gaps, and make policy recommendations.
  • Oversee a small team and manage projects/task workflow, including but not limited to acquisition training, reporting/audits, contract closeout, and reduction of unliquidated obligations (ULOs), in support of the acquisition policy department.
Acquisition Policy SME Skills
  • Must be able to demonstrate expertise in FAR, DFARS, and NMCARS to include the Revolutionary FAR Overhaul
  • Research and analysis skills, policy expertise, written and verbal communications, and acquisition lifecycle expertise from planning through closeout
  • Consulting expertise in advising clients and tactfully correcting contracting personnel, if needed
  • Strong analytical and business professional writing skills
  • Navy contracting experience, experience designing and maintaining content in Atlassian Confluence, Navy Electronic Procurement System (ePS) (or similar contract writing system), Procurement Integrated Enterprise Environment (PIEE) user, System for Award Management (SAM) user
  • Strategic thinking, critical thinking, oral and written communication, customer service, business acumen, problem solving, flexibility, change management, conflict management, influencing/negotiating, teambuilding, creativity, and innovation, leveraging diversity, and accountability
  • Understanding of various acquisition methods and contract types, including commercial and non-commercial acquisitions, fixed-price contracts, and cost-reimbursement contract types.
Acquisition Policy SME Qualifications
  • Master's degree in a related field
  • Minimum of 10 years' experience as a DOW contract specialist (1102 job series)
  • Minimum of 5 years of procurement policy relevant experience within the previous 15 years
  • DAWIA II, DOW Contracting Professional Certification, Certified Federal Contract Manager (CFCM), or equivalent
  • Subject matter expertise in DOW acquisition policy, practices, and procedures
  • Defense contractor industry business practices/procedures
  • Technical understanding/credibility interpreting Federal/DOW acquisition regulations
Required Clearances and Screenings
  • Active Secret clearance is required
  • MUST be able to successfully pass a drug screen and background check
