Job summary

Strategic Sight Consulting LLC seeks a Program Manager to lead OT&E efforts for OPTEVFOR and VX-1, overseeing task-order execution, staffing, and reporting. You will coordinate with Navy labs, commands, and contractors to ensure timely OT&E products and compliant milestones.

Requires 10+ years in T&E with 4 years in PM, TS/SCI eligibility, and strong MS Office skills. This role may involve CONUS/OCONUS travel to support naval testing programs.

Qualifications

• U.S. citizenship required.
• Top Secret clearance; TS/SCI eligibility may be required to begin work on task orders.
• 10+ years of specialized experience in development or operational test & evaluation of tactical aircraft, weapons, software, or systems.
• At least 4 of the 10 years must be in a project or program-management capacity.
• Working knowledge of Navy missions, logistics, and multi-service operations.
• Familiarity with DoD 5000 series and related instructions.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint).
• Ability to meet task-order-specific qualifications for the assigned System Under Test (SUT).

Responsibilities

• Serve as the primary contractor program-management authority for task-order execution, staffing, schedule, quality, cost, security, travel, and COR reporting.
• Provide program-management support for OT&E activities supporting VX-1 and Naval systems.
• Develop and maintain Plans of Action and Milestones (POA&Ms) for OT&E product delivery to OPTEVFOR.
• Prepare trip reports and monthly status reports on progress, meetings, work plans, labor hours, and funds.
• Provide input and participate in leadership meetings to coordinate effort across tasks.
• Coordinate with Navy labs, commands, and contractors to support testing and evaluation.
• Document input and comments to the TEMP related to OT&E implications.
• Track contract execution finances and report status monthly.
• Communicate outcomes and risks to sponsoring activities and decision makers.
• Travel as needed (CONUS/OCONUS/at-sea) to support testing activities.
