XSITE LLC is seeking a Naval Operations & Exercise Analyst to join our team in San Diego, supporting the PA E MS Tabletop Exercise series. You will help plan, facilitate, and analyze Navy exercises that bring together Fleet, acquisition, engineering, and warfare development stakeholders.

The role emphasizes leading discussions, translating observations into findings, and delivering AARs and executive summaries for leadership. Hybrid work is available with onsite support as needed.

Qualifications

  • TS/SCI eligibility with SCI access within the previous year.
  • Fleet Warfare Tactics Instructor (WTI) experience.
  • 7+ years of relevant professional experience supporting Navy/DoD operations, military exercises, C4I, systems analysis, warfare development or OT&E.
  • Demonstrated experience facilitating multi-stakeholder discussions.
  • Bachelor's degree in Science, Technology, Engineering, Mathematics (STEM) or related field.

Responsibilities

  • Plan and support the full lifecycle of Navy tabletop exercises from concept through execution and reporting.
  • Develop exercise objectives, scenarios, event plans, schedules, and materials with stakeholders.
  • Facilitate discussions among Fleet, acquisition, engineering, testing and warfare development participants.
  • Lead multi-day TTX events ensuring alignment with objectives and mission needs.

XSITE LLC is looking for a N aval Operations & Exercise Analyst to join our team in San Diego, CA , supporting the Portfolio Acquisition Executive Mission Systems (PAE MS) Tabletop Exercise (TTX) Series.

This role will support the planning, facilitation, execution, and analysis of Navy tabletop exercises (TTXs) that bring together Fleet, acquisition, engineering, Test & Evaluation (T&E), and warfare development stakeholders to evaluate C4I capabilities against operational missions, requirements, and concepts of operations (CONOPs).

We are seeking an individual with a strong understanding of Navy operations who can effectively lead discussions between technical and operational communities. The ideal candidate will be comfortable facilitating complex, multi-stakeholder events, analyzing exercise outcomes, and translating technical and operational observations into actionable findings and recommendations.

Responsibilities
  • Plan and support the full lifecycle of Navy tabletop exercises, from initial concept development through execution, analysis, and final reporting.
  • Develop exercise objectives, scenarios, event plans, schedules, discussion topics, and supporting materials in coordination with technical and operational stakeholders.
  • Facilitate technical and operational discussions involving Fleet, acquisition, engineering, testing, and warfare development participants.
  • Lead and support multi-day TTX events, ensuring discussions remain aligned with exercise objectives and operational mission needs.
  • Connect Naval C4I system capabilities and architectures with operational requirements, mission threads, CONOPs, and Fleet needs.
  • Coordinate with stakeholders to identify operational scenarios, technical questions, capability gaps, and areas requiring further analysis.
  • Lead and support exercise data collection, ensuring key observations, issues, decisions, risks, and operational insights are accurately captured.
  • Conduct post-exercise analysis and synthesize results into meaningful findings and actionable recommendations.
  • Develop After Action Reports (AARs), executive summaries, technical reports, and senior-leadership briefings.
  • Coordinate with PAE MS Programs of Record (PORs), engineering organizations, Test & Evaluation organizations, and other program stakeholders.
  • Engage with Fleet and warfare development organizations, including the Navy Warfare Development Center (NWDC) community.
  • Support stakeholder engagements between exercise events to advance exercise development, mission analysis, and operational alignment.
  • Facilitate discussions involving differing technical and operational perspectives and help stakeholders identify areas of alignment, risk, and further analysis.
  • Present exercise results, recommendations, and complex technical and operational topics to senior military and civilian leadership.
Required Qualifications

  • Experience collecting and analyzing technical, operational, exercise, or test data and translating results into findings, recommendations, and reports.
  • Strong interpersonal, facilitation, written, and verbal communication skills.
  • Ability to communicate complex technical and operational topics effectively to senior military and civilian leadership.
  • Bachelor's degree in Science, Technology, Engineering, Mathematics (STEM), or a related field.
