Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Digital Transformation Specialist to provide onsite support at NATO ACT HQ in Norfolk, VA.

The role focuses on advancing enterprise-wide digital transformation, cloud adoption, and data-driven operations. You will coordinate program and portfolio management, governance, and risk management, while working with Allied nations to align initiatives with NATO objectives.

Qualifications

Bachelor’s degree in information technology, information systems engineering, international business administration, quality engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post-related experience.
5 years in the last 10 in the field of P3M leading initiatives (project, program, portfolio management) to include requirements management and requirements elicitation.
Demonstrate working knowledge in the field of P3M, digital transformation, and information technology.
Demonstrate 3 years in the last 10 experience in briefing senior leaders/decision makers.
Demonstrate 3 years in the last 10 years a sound knowledge of Capability Development and Management processes in the C2 area.
Demonstrate 3 years of operational knowledge of Joint Operational C2/ Maritime within the last 10 years either as a military officer or as a civilian.
Working knowledge of Capability Architectures and Configuration Management methods and practices.
Program and Project Management experience in the past 10 years within a complex and dynamic program environment.
Experience with IBM Rational DOORS or equivalent.
Active NATO Secret or National Secret clearance.
Valid National Passport with no restrictions to NATO countires.
Citizen of the 1 of the 32 NATO Member Nations.
Proficiency in Microsoft Office Tools.
Willing to work fully onsite in Norfolk, VA.

Responsibilities

Coordinate transformation activities, supporting governance and prioritization across ACT's DT initiatives.
Manage program dependencies, risks, and the migration of workloads to cloud-based environments.
Support the modernization of enterprise data platforms and the adoption of cloud-native architectures.
