Full Job Description

The National Association of State Departments of Agriculture (NASDA) is seeking a new team member who is passionate about American agriculture to join its National Agriculture Statistics Survey (NASS) cooperative agreements team as an Associate Director, NASS Program. This role involves leading a team based in the following states: MO, IL, KY, TN, NC, SC, GA, FL, and AL. The Associate Director will oversee the transformation of the region's human resources and data collection operations for agricultural surveys, managing managers, coaches, trainers, and enumerators. The ideal candidate can improve the enumerator experience for accurate and efficient data collection, embracing change and innovation.

This position reports to NASDA’s NASS Program Director and collaborates with other Associate Directors nationwide.

Position Responsibilities
  • Human Resources Leadership (50%)
    Work with NASDA leadership to hire regional managers, coaches, and trainers. Oversee their work, manage staffing, payroll, evaluations, and personnel actions. Foster positive relationships and ensure a fair work environment. Organize and oversee training events to maintain consistency and quality. Ensure compliance with anti-discrimination and anti-harassment policies.
  • Operational Management (30%)
    Develop strategies to improve data collection quality, efficiency, and accuracy. Coordinate survey assignments, manage budgets, and ensure timely communication. Review vendor activities.
  • External Engagement (20%)
    Serve as liaison with NASS (USDA) teams, maintain relationships with industry partners, and facilitate collaboration to align organizational goals.
Qualifications
  • Bachelor’s degree or equivalent experience
  • 3+ years in human resources, including payroll, recruiting, and development
  • 3+ years in a leadership role, preferably in field operations or surveys
  • 3+ years managing agricultural operations or projects
  • Proficiency with Microsoft Office, cloud-based HR systems, and remote work tools
  • Excellent interpersonal and relationship-building skills
  • Ability to work effectively at all organizational levels and in fast-paced environments
  • Current residence in MO, IL, KY, TN, NC, SC, GA, FL, AL, or neighboring states

Preferred Qualifications

  • 5+ years in human resources, including payroll, onboarding, and performance reviews
  • 5+ years in leadership within a multi-level organization
  • Knowledge of agricultural practices and NASS surveys
  • Experience leading agricultural projects and developing educational workshops

Salary & Benefits

Salary range: $85,000 - $100,000/year, based on experience

Work schedule: Full-time, remote, Monday to Friday, 9 am to 5 pm
