Fleet and Family Support Center Lemoore is seeking a Facility and Maintenance Manager to oversee MWR fitness, sports, and aquatics facilities and related maintenance operations at NAS Lemoore. You will coordinate maintenance, renovations, budgeting, and project planning, while ensuring safety and compliance with applicable regulations.

The role includes supervising a team, reviewing drawings, and acting as a liaison with base and CNIC headquarters on construction matters.

Summary

This position is assigned to the NAF Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness: Commander, Navy Installations Command (CNIC): NAS Lemoore.

This position is assigned to the NAF Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness: Commander, Navy Installations Command (CNIC): NAS Lemoore. The incumbent serves as a Facility and Maintenance Manager responsible for Morale, Welfare and Recreation (MWR) fitness, sports, and/or aquatics facilities and maintenance operations.

Duties

Facility Management duties (50% of incumbents time)

• Oversee the maintenance and janitorial services of MWR fitness facilities, including but not limited to: fitness centers, gymnasiums, outdoor sports fields, aquatics facilities, locker rooms, saunas, laundry rooms, basketball and racquetball courts, climbing walls, and/or functional fitness areas.
• Oversee the administration and management of the MWR Fitness Facilities to include facility and maintenance repair and projects, renovations, minor construction, alteration of buildings and outdoor facilities, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and repair and maintenance of equipment in support of activities.
• Assist in reviewing/approving drawings and blueprints for fitness facility upgrades and improvements.
• Works with Fitness Program Director and Managers on interior space planning, work station layout, vehicle access and space management.
• Acts as point of contact for fitness facilities with Base and Headquarters element on construction and maintenance matters.
• Conducts regularly scheduled inspections to ensure proper orientation and maintenance of equipment is performed, is in compliance with safety regulations, and facility is kept attractive and clean.
• Reports, logs, and schedules repair of broken fitness equipment and ensures any malfunctioning equipment is properly secured until repaired.
• Makes recommendations for the acquisition of fitness center equipment, supplies, and parts.
• Ensures operations comply with fire, safety, security, and hazardous materials handling; Occupational, Safety, and Health Administration (OSHA); Bureau of Medicine and Surgery (BUMED); Office of the Chief of Naval Operations (OPNAV) Instructions; Office of Personnel Management (OPM); and other related operating and safety policies, programs and instructions.
• Handles all trouble calls and maintenance pertaining to fitness centers, gymnasiums, and sports fields.

Administrative duties (20% of incumbents time)

• Prepares standard operating procedures (SOP's) and instructions concerning programs, operations, and safe use of equipment for the safety and well-being of all personnel authorized to use the facility.
• Follows CNIC Fitness Standards by researching and planning for recapitalization and making recommendations for acquisitions to meet Navy requirements and patron needs.
• Enters and approves employee time worked/time off into payroll system and reconciles time cards.
• Handles equipment and supply purchasing, maintenance trouble calls, Daily Activity Reports (DAR), patronage counts, and other administrative operations related to running the program.
• Prepares financial plans, maintains records and reports, and exercises authority on approved budget.
• Plans, organizes work, manages internal procedures and resources to ensure maximum productivity and economics.
• Monitors fitness program facilities and initiates corrective action, when needed.
• Procures supplies and equipment within spending limits with the use of an authorized NAF credit card.
• Responds to questions regarding programs offered through Fitness Division and MWR.
• Provides logistical support for special events and programs.

Supervisory duties (30% of incumbents time)

• Directs work to be accomplished by staff.
• Assigns work based on priorities, difficulty, and requirements of assignments, and staff capabilities.
• Conducts annual performance reviews of staff.
• Participates in branch staffing decisions.
• Ensures staff received proper training to fulfill requirements of their positions.
• Address potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

• Must have or be able to obtain and maintain within 90 days of hire: Cardiopulmonary Resuscitation (CPR), First Aid, and Automated External Defibrillator (AED) Certifications, Blood-borne Pathogen Certification, Navy Basic Fitness Certification.

Qualifications

Knowledge of:

• Safe use and operation of fitness equipment; facility operations; and basic fitness equipment maintenance/repair.
• Work methods and practices of various building trades.
• Safety, occupational health, and environmental regulations.
• NAF and APF budget; government procurement procedures; and fiscal, material, and cash management.
• Recreation equipment to determine the items that are of the best quality and will most benefit the MWR both functionally and financially.
• NAF operating budgets, procurement process, and/or credit card holder responsibilities.
• Applicable DOD, OPNAV, SECNAV, BUPERS, and CNIC instructions and standards which primarily include but are not limited to the CNIC 1710 series and the Fitness, Sports, and Aquatics Support program standards.
• And ability to safely use common hand and powered tools.

• Effectively organizing and utilizing all the available community resources within the program framework.

Ability To

• Perform the full range of supervisory duties.
• Independently perform fitness facility management and related administrative duties.
• Prepare clear, concise, and technically sound reports related to work within the Branch.
• Develop and effectively deliver presentations and/or trainings.
• Communicate effectively both orally and in writing.
