Position Overview
The purpose of the position is to oversee the planning, development, organization, promotion, coordination, and execution of a variety of comprehensive programs at the site. A Statement of Work & Supervisor Authority is prepared specific to the assigned MWR, noting the facilities and programs under the technical management of the incumbent, along with the positions of all employees supervised by the incumbent. This statement will be attached to the specific Position Description (PD) at the site, provided to the incumbent, and filed in the incumbent's OPF.
Responsibilities
- Operations Management: Responsible for the day-to-day operations of the assigned Morale Welfare and Recreation (MWR) Department, ensuring internal controls (cash handling, daily accounting of funds, inventory, property, and vehicles) are in place and in compliance with regional standards, procedures, and objectives. Appraises the adequacy of actions taken by facility managers to correct deficiencies noted during inspections.
- Administrative Duties: Manages all assigned program administrative matters, including briefings, letters of operation, Standard Operating Procedures (SOPs), special reports, management narratives, and post-action reports.
- Financial Oversight: Reviews and submits the annual Appropriated and Nonappropriated budgets for regional approval. Analyzes financial reports regularly to ensure sound financial practices, adherence to budget constraints, and facilities' self-sufficiency.
- Facility and Program Inspection: Conducts continuous inspections of facilities, equipment, and programs to assess adequacy and identify needs. Recommends construction and renovation projects and coordinates all major and minor construction efforts, ensuring compliance with specifications.
- Liaison and Leadership: Acts as liaison to the site Officer In Charge (OIC) regarding MWR issues, activities, facilities, programs, and personnel. Provides information and concerns to regional or functional directors. Leads disaster preparedness, emergency response, and damage assessment efforts on site.
Requirements
- Must pass all applicable records and background checks.
- Must successfully pass the E-Verify employment verification check; any discrepancies must be resolved prior to employment.
Qualifications
- Possess a Bachelor's Degree in Recreation, Leisure Studies, Hospitality, or a related field, with at least 3 years of management experience in recreation, or equivalent education and at least 5 years of management experience in recreation-related areas.
- Thorough knowledge of recreational and club operations, athletic, hobby/social, and youth programs.
- Strong financial management skills, including budgeting, cost analysis, financial reporting, internal controls, auditing, and purchasing.
- Excellent verbal and written communication skills, with the ability to interact effectively with employees, customers, and military community members.
- Ability to plan, schedule, supervise work efficiently, and handle crises effectively.
